An overview of the last 25 years in Brazil: from neoliberal resurgence to preventive counterrevolution

Resumo: In order to explicit a historical pathway, in an extended analytical framework, which includes both the confrontation of historical projects and different discursive and institutional guidelines, we will make use of some gramscian categories coming from the late Italian modernization in the 19th century (Rissorgimento) in order to ”“ under a neo-institucionalist and neo-marxist approach ”“ verify meanings of neoliberal continuities or embedding. This discussion was made possible and acceptable in the form of a historical essay in which the concatenation of the facts placed under analysis and comparison is sought. The text itself seeks to expose an extended cycle of economic and political ruptures and permanences in Brazil, starting in 1994, based on concepts and conceptualizations that only gain meaning in the proposed historical counterpoints. Just as there is a game between revolution and restoration in the concept of passive revolution, there is no contrast between event and structure in "long-term" neoliberalism in the context of pathways of market-disciplinary regulatory restructuring (neoliberalization processes) verified in Brazil in the last 25 years. We try, in short, to present those neoliberal resurgencies as decompositions of eligible and palpable alternatives, alternatives that were systematically sabotaged and neutralized. By historicizing the predominant regulatory pattern in capitalism in Brazil and addressing the political form that corresponded to it successively in that period, we intend to escape the essentialization or labeling of the theoretical-political debate about neoliberalism.

Esta discusión se hizo posible y presentable en la forma de ensayo histórico en que se busca la concatenación de los hechos colocados bajo análisis y comparación. El texto en sí busca exponer un alargado ciclo de rupturas y de permanencias económicas y políticas en Brasil, a partir de 1994, con base en conceptos y conceptualizaciones que sólo ganan sentido en los contrapuntos históricos propuestos. Así como hay un juego entre revolución y restauración en el concepto de revolución pasiva, no hay contraposición entre evento y estructura en el neoliberalismo de "larga duración" o en los procesos secuenciales de reestructuración regulatoria orientada para los mercados (procesos de neoliberalización) verificados en Brasil en los últimos 25 años. Tratamos, en fin, de presentar esas resurgencias neoliberales como descomposiciones de alternativas elegibles y palpables, alternativas que fueron sistemáticamente saboteadas y neutralizadas. Al historizar el patrón regulatorio predominante en el capitalismo en Brasil y abordar la forma política que le correspondió sucesivamente en ese período, pretendemos escapar a la esencialización o rotulación del debate teórico-político acerca del neoliberalismo.Com o propósito de explicitar a passagem, em um marco analítico ampliado, que vai do entrechoque de projetos históricos ao entrecruzamento discursivo-institucional, faremos uso das categorias gramscianas provindas da tardia modernização italiana no século XIX (Rissorgimento) para depois cotejar acepções contemporâneas ”“ a partir de abordagens de matiz neoinstitucionalista e neomarxista ”“ de continuidades ou de arraigamentos neoliberais. Essa discussão tornou-se apresentável na forma de ensaio histórico em que se busca a concatenação dos fatos colocados sob análise e comparação. O texto em si procura devassar um alongado ciclo de rupturas e permanências econômicas e políticas no Brasil, a partir de 1994 com base em conceitos e conceitualizações que somente ganham sentido nos contrapontos históricos propostos. Assim como há um jogo entre revolução e restauração no conceito de revolução passiva, não há contraposição entre evento e estrutura no neoliberalismo de “longa duração” ou nos processos sequenciais de reestruturação regulatória pró-mercados (neoliberalização) verificados no Brasil nos últimos 25 anos. Tratamos, enfim, de apresentar essas resurgências neoliberais como malogros de alternativas almejáveis e palpáveis, alternativas que foram sistematicamente sabotadas e neutralizadas.
