The prescriptive propositions of the United Nations for Latin America read in the light of the writings of Rodolfo Stavenhagen and Pablo González Casanova

Resumo: The object of this analysis are the diagnoses about the obstacles in the social, economic, political, and cultural areas that hinder the processes of construction of improvements for the continent's poorest populations. These diagnoses were made by the Regional Reports on Human Development (RRDHs) on Latin America, which are commissioned by the United Nations Development Program (UNDP). We consider that a documentary analysis, anchored in each historical and spatial context, makes it possible both to systematize the prescriptive propositions made in the RRDHs to indicate paths capable of overcoming such blockages and to detect the strength and weaknesses of such proposals. A historical-hermeneutic documentary research demands the unveiling of the social context that gives meaning to the diagnoses and prescriptions made within the documents. In light of the writings of two social scientists (Rodolfo Stavenhagen and Pablo González Casanova) who sought to unveil the economic, social and political obstacles historically constituted on the continent, we will try to investigate to what extent the prognoses for opening doors to human development do or do not highlight the fact that there are social groups in Latin America that have been rejected and forgotten for centuries by governments, technicians and planners. The search for ethnodevelopment, as proposed by Stavenhagen, would encompass human development, but would go beyond it, because it intends to fight internal colonialism.

Estos diagnósticos fueron realizados por los Informes Regionales sobre Desarrollo Humano (RRDHs) sobre América Latina, encargados por el Programa de las Naciones Unidas para el Desarrollo (PNUD). Consideramos que un análisis documental, anclado en un contexto histórico y espacial determinado, permite tanto sistematizar las propuestas prescriptivas realizadas en los RRDH para indicar caminos capaces de superar estos bloqueos, como detectar las fortalezas y debilidades de dichas propuestas. Una investigación documental histórico-hermenéutica exige desvelar el contexto social que da sentido a los diagnósticos y prescripciones realizados en los documentos. A la luz de los escritos de dos científicos sociales (Rodolfo Stavenhagen y Pablo González Casanova) que buscaron desentrañar las barreras económicas, sociales y políticas históricamente constituidas en el continente, intentaremos averiguar en qué medida los pronósticos de apertura de puertas de acceso al desarrollo humano ponen o no en evidencia el hecho de que existen grupos sociales en América Latina que han sido rechazados y olvidados durante siglos por gobiernos, técnicos y planificadores. La búsqueda del etnodesarrollo, como propone Stavenhagen, abarcaría el desarrollo humano, pero iría más allá, porque pretende combatir el colonialismo interno.O objeto desta análise são os diagnósticos acerca dos entraves nas áreas sociais, econômicas, políticas e culturais que obstaculizam os processos de construção de melhorias para as populações mais pobres do continente. Tais diagnósticos foram feitos pelos Relatórios Regionais do desenvolvimento humano (RRDHs) sobre a América Latina, os quais são encomendados pelo Programa das Nações Unidas para o Desenvolvimento (PNUD). Considera-se que uma análise documental, ancorada num dado contexto histórico e espacial, permite tanto sistematizar as proposições prescritivas feitas nos RRDHs para indicar caminhos capazes de superação de tais bloqueios quanto detectar a força e a fraqueza de tais propostas. Uma pesquisa documental histórico-hermenêutica demanda o desvendamento do contexto social que dá sentido aos diagnósticos e às prescrições feitas no interior dos documentos. À luz dos escritos de dois cientistas sociais (Rodolfo Stavenhagen e Pablo González Casanova) que buscaram desvendar os entraves econômicos, sociais e políticos, historicamente constituídos no continente, tentar-se-á averiguar até que ponto os prognósticos para abrir portas de acesso ao desenvolvimento humano dão, ou não, relevo ao fato de que há, na América Latina, grupos sociais que têm sido rechaçados e esquecidos, secularmente, por governantes, técnicos e planejadores.
