Fim de Ciclo dos Governos “Pós-neoliberais” na América Latina? Uma análise do caso boliviano

Resumo: Less than two decades ago, Latin America experienced an intense moment of struggle, illustrating changes in the regional political landscape. The Latin American "pink wave" is manifested mainly by Chávez's electoral triumph in Venezuela in 1998, the failure of the ALCA, the world capitalist crisis in 2008 and the struggles for nationalization in Bolivia and Ecuador followed by the presidential rise of Evo Morales and Rafael Correa, respectively, signaled significant changes in Latin American geopolitics. These are governments that have articulated national-popular institutions and guidelines in a heterogeneous and continental project that have reasserted in the political dimension an attempt to break with the structures of undemocratic power and culture that undermined the credibility of local political institutions, bringing about the substitution of constitutions in vigor and renewal of leading political cadres. This study focuses on the Bolivian case, which experiences the aggravation of criticism regarding economic measures based on the export of commodities, considering the right turn in the political superstructure of the subcontinent. We will question about the possibilities of continuity of the new power block inaugurated with the Plurinational State of Bolivia.

La "onda rosa" latinoamericana se manifiesta fundamentalmente con el triunfo electoral de Chávez en Venezuela en 1998, el fracaso del ALCA, la crisis capitalista mundial en 2008 y las luchas por nacionalizaciones en Bolivia y Ecuador seguidas por la ascensión presidencial de Evo Morales y Rafael Correa, respectivamente, señalaban cambios relevantes en la geopolítica latinoamericana. Son gobiernos que articularon institucionalidad y pautas nacional-populares en un proyecto de carácter heterogéneo y continental, que reascendieron en la dimensión política un intento de ruptura con las estructuras de poder y cultura antidemocrática que mina la credibilidad de las instituciones políticas locales, trayendo la sustitución de las constituciones en vigor y renovación de los cuadros políticos dirigentes. Este estudio se centra en el caso boliviano, que vive el agravamiento de las críticas en relación a las medidas económicas basadas en la exportación de commodities, considerando el giro a la derecha en la superestructura política del subcontinente. Problematizaremos sobre las posibilidades de continuidad del nuevo bloque en el poder inaugurado con el Estado Plurinacional de Bolivia.Há menos de duas décadas, a América Latina experimentava um intenso momento de lutas, ilustrando transformações no cenário político regional. A “onda rosa” latino-americana manifesta-se fundamentalmente com o triunfo eleitoral de Chávez na Venezuela em 1998, o fracasso da ALCA, a crise capitalista mundial em 2008 e as lutas por nacionalizações na Bolívia e Equador, seguidas pela ascensão presidencial de Evo Morales e Rafael Correa, respectivamente, que sinalizavam relevantes mudanças na geopolítica latino-americana. São governos que articularam institucionalidade e pautas nacional-populares num projeto de caráter heterogêneo e continental, que reascenderam na dimensão política uma tentativa de ruptura com as estruturas de poder e cultura antidemocrática que minavam a credibilidade das instituições políticas locais, trazendo a substituição das constituições em vigor e renovação dos quadros políticos dirigentes. Este estudo foca no caso boliviano, que vivencia o agravamento das críticas em relação às medidas econômicas baseadas na exportação de commodities, considerando o giro à direita na superestrutura política do subcontinente.
