Sambaqui Indigenous Territory and the Port Complex in Pontal do Paraná: social-environmental injustices in the territorial ordering

Resumo: The Guarani Mbya territory on the coast side has a history of occupation since before the arrival of colonizers in the region. Sambaqui is the name of one of the territories in the town of Pontal do Paraná that is part of the territorial complex Mbya on the coast side of Paraná, formed in total by six territories. The town, with its current beach-touristic economical characteristics, has a scene of four port enterprises and an Infrastructure Zone that have been described on territorial ordering tools such as the environmental studies and ecological-economical zoning. This article aims, in light of the contributions about social-environmental conflicts, to demonstrate in which way the territorial ordering tools of the region consider the Guarani indigenous territory. The description of the enterprises, which fall upon the Sambaqui Guarani territory, required from documental sources, guided by the content analysis, and from the latter, two maps arise. As a result, we verify the proximity of enterprises in connection with the indigenous territory. From the results, we reflect upon the social-environmental injustices caused by the imperceptibility of the indigenous territory evidenced on the territorial ordering instruments in the context of the port enterprises complex of Pontal do Paraná, especially, in the coast side Ecological-Economical Zoning.

El municipio, con sus actuales características económicas playero-turistico, cuenta con un escenario de cuatro desarrollos portuarios y una Carril de Infraestructura que ha sido descrita en instrumentos de ordenamiento territorial como los estudios ambientales y la zoneamiento ecológico-económico. El objetivo, a la luz de los aportes sobre conflictos socioambientales, pretende demostrar cómo los instrumentos de ordenamiento territorial en la región consideran el territorio indígena Guaraní. La descripción de los proyectos que afectan el territorio guaraní sambaquí se realizó a partir de fuentes documentales, se analizó mediante análisis de contenido y se generaron dos mapas. Como resultado, verificamos la cercanía de las empresas con relación al territorio indígena. Con base en los resultados, reflexionamos sobre las injusticias socioambientales derivadas de la ausencia del componente indígena evidenciadas en los instrumentos de planificación territorial en el contexto del complejo de desarrollos portuarios en Pontal do Paraná y, principalmente, en la Zonificación Económica Ecológica - Costa.O território Guarani Mbya no litoral possui um histórico de ocupação desde antes da chegada dos colonizadores na região, Sambaqui é o nome de um dos territórios localizado no município de Pontal do Paraná que compõe o complexo-territorial Mbya do litoral do Paraná, que ao todo é formado por seis territórios. O município, com suas atuais características econômicas praiano-turísticas, possui um cenário de quatro empreendimentos portuários e de uma Faixa de Infraestrutura que tem sido descritos em instrumentos de ordenamento territorial como os estudos ambientais e zoneamento econômico ecológico. O artigo objetiva, à luz dos aportes sobre conflitos socioambientais, demonstrar de que maneira os instrumentos de ordenamento territorial da região consideram o território indígena Guarani. A descrição dos empreendimentos que incidem no território Guarani Sambaqui foram realizadas a partir de fontes documentais, orientados pela análise de conteúdo e desta análise dois mapas foram gerados. Como resultado, verificamos a proximidade dos empreendimentos em relação ao território indígena.
