Contemporary Dispossession and Re-Territorialization Processes of the Ava Guaraní, Mbya Guaraní and Paî Tavyterâ Peoples of the Eastern Region of Paraguay

Resumo: | We present the status and dynamics of the traditional Ava Guaraní, Mbya Guarani and PaÄ© Tavyterã territories of the Eastern Region of Paraguay. While recognizing the debate on the native and anthropological categories of the yvy marane'y and oguata that debate the Guaraní migration, we nevertheless focus on the comparison of the traditional territories of these peoples at the beginning of the 20th century and their situation at the beginning of the present, with the distribution, quantity and extension of lands of current communities. For that, we use the ethnic cartography and anthropological insights of Lehner (2005, 2014) and contrasts it with current cartographic sources. Thus, we observe how the division into subgroups and tekoha guasu of the traditional territories of each people has diminished - with few exceptions -, while the tekoha and their translation in recognized communities or in the process of territorial claim remain in force. We partially explain the changes due to the expansive agro-extractive model and state policies, but we show the Guaraní reterritorialization with the existing and growing number of communities with secured lands within traditional territories, as well as the cases of communities that, having been expelled, claim former tekoha or in instead, they occupy or have secured alternative lands beyond those territories. |

Para ello, reconociendo el debate sobre las categorías nativas y antropológicas sobre el yvy marane’y y oguata que debaten la migración guaraní, nos enfocamos sin embargo en la comparación de los territorios tradicionales de estos pueblos a comienzos del siglo XX y su situación al inicio del presente, con la distribución, cantidad y extensión de tierras de comunidades actuales, utilizando la cartografía étnica e insights antropológicos de Lehner (2005, 2014) y contrastándola con fuentes cartográficas actuales. Así, observamos cómo la división en subgrupos y tekoha guasu de los territorios tradicionales de cada pueblo ha mermado ”“ salvo excepciones -, mientras que siguen vigentes los tekoha y su traducción en comunidades reconocidas o en proceso de reivindicación territorial. Explicamos parcialmente los cambios por el expansivo modelo agroextractivisto y las políticas estatales, pero mostramos la reterritorialización guaraní con el número existente y creciente de comunidades con tierras aseguradas dentro de los territorios tradicionales, así como los casos de comunidades que habiendo sido expulsadas reclaman antiguos tekoha o, en su defecto, ocupan o han asegurado tierras alternativas allende dichos territorios.Apresentamos aqui a situação e a dinâmica dos tradicionais territórios Ava Guaraní, Mbya Guarani e PaÄ© Tavyterã da Região Leste do Paraguai. Para tanto, reconhecendo o debate sobre as categorias indígenas e antropológicas sobre os yvy marane'y e oguata que debatem a migração guarani, nos concentramos, no entanto, na comparação dos territórios tradicionais desses povos no início do século XX e sua situação no início do presente século, com a distribuição, quantidade e extensão de terras das comunidades atuais, utilizando a cartografia étnica e as percepções antropológicas de Lehner (2005, 2014) e contrastando-as com as fontes cartográficas atuais. Assim, observamos como a divisão em subgrupos e tekoha guasu dos territórios tradicionais de cada povo diminuiu - com poucas exceções -, enquanto o tekoha e sua tradução em comunidades reconhecidas ou em processo de reivindicação territorial continuam em vigor.
