Ethical-political suffering and social work: breaking conservatism and blaming poverty in institutional care

Resumo: In this article, we seek to address the nuances about the institutional care of children and adolescents who are under state custody. It is a socio-historical analysis of Brazil and how protective measures end up segregating instead of protecting. Pointing to the ethical-political suffering that borders them as individuals away from family and community life. In this sense, the Statute of the Child and Adolescent is a milestone in the protection of children and adolescents, however, the reception, in many ways, maintains the family distance through the blaming of poverty in which the criminalization of certain groups is currently resignified, being a commitment of Social Work to overcome the conservative remnants that surround the measures that are said to be protective.

En este artículo buscamos abordar los matices de la atención institucional a niños, niñas y adolescentes que se encuentran bajo custodia estatal. Es un análisis sociohistórico de Brasil y cómo las medidas de protección terminan segregando en lugar de proteger. Señalando el sufrimiento ético-político que los bordea como individuos alejados de la vida familiar y comunitaria. En este sentido, el Estatuto del Niño y del Adolescente es un hito en la protección de los niños y jóvenes, sin embargo, la recepción, en muchos sentidos, mantiene la distancia familiar a través de la culpabilización de la pobreza en la que actualmente se resignifica la criminalización de ciertos grupos actualmente se reformula, siendo una apuesta del Trabajo Social para superar los remanentes conservadores que envuelven las medidas que se dicen protectoras. No presente artigo, busca-se abordar as nuances sobre o acolhimento institucional de crianças e adolescentes que estão sob a tutela estatal. Trata-se de uma análise sócio-histórica do Brasil e como as medidas protetivas acabam segregando ao invés de proteger. Apontando o sofrimento ético-político que os margeiam enquanto indivíduos afastados da convivência familiar e comunitária. Nesse sentido, o Estatuto da Criança e do Adolescente é um marco na proteção infantojuvenil, todavia, o acolhimento, de muitos meios, mantém o afastamento familiar por meio da culpabilização da pobreza em que a criminalização de determinados grupos é presentemente ressignificada, sendo um compromisso do Serviço Social superar os resquícios conservadores que margeiam as medidas que se dizem protetivas.
