The present study seeks to analyze the Interfederative Urban Consortium Operation (OUCI)- art. 34-A of the City Statute - as well as understanding how this management instrument fits into the urban landscape of large Brazilian urban conglomerates and current best management and governance practices in the parameters offered by sustainable development objectives number 11 (sustainable cities and communities ) and 17 (partnerships and means of implementation) of the 2030 Agenda for Sustainable Development of the United Nations (UN). Specifically, it also tries to answer whether OUCI as a current proposal has the potential to promote effective shared urban management and whether this effective shared urban management finds real viability in the interfederative structure of governance. Therefore, the hypothetical-deductive method was used, aiming to answer whether this instrument is able to collaborate in promoting shared management between social actors in the promotion of more sustainable urban spaces as proposed by the 2030 Agenda. The hypothesis is that this institute does not adequately instrument governance in a way that it accomplishes the management of more sustainable urban conglomerates.
