The geographical distribution of public investments in tourism in Brazil from 2003 to 2018

Resumo: | Public investments in tourism play an important role in the development of destinations, as, in theory, they are generally aimed at improving urban infrastructure, promoting tourism, qualifying services, supporting the marketing of products, and managing and planning tourism. In Brazil, the main official tourism body, the Ministry of Tourism, from 2003 to 2018, invested an amount in excess of R$ 17 billion. Considering the relevance of public investments for the development of tourism, the research aimed to reveal the geographical distribution and the profile of the resources applied by the Ministry of Tourism, in the period from 2003 to 2018. The methodology of this study is characterized as a descriptive and quantitative, since it is based mainly on the survey and analysis of budget execution in tourism carried out by the Brazilian federal government, having as its main source of information the Union's Budget Execution Reports. Such reports allow to filter the resources executed by agency, program, project and locality. In this way, the obtained data allowed to visualize the geographic distribution of public investments in tourism in Brazil, revealing the regions of the country that concentrate the resources and the neglected regions, according to the investment areas. Regarding the investment profile, it is concluded that the Basic and Tourism Infrastructure area concentrated 68.2% of the total resources applied by MTur. The second area of ”‹”‹greatest investment is Tourism Promotion (18.4%), and the least privileged areas are Management and Planning (3.7%), Qualification of Services (2.2%), Product Marketing (0, 8%) and Studies and Information Systems (0.4%). The Northeast was the region that concentrated public investments in tourism over 17 years, representing 20.4% of the total invested, with emphasis on the states of Ceará, Pernambuco, Paraíba, Bahia and Alagoas. The Southeast region captured 8.6%, with emphasis on the states of Minas Gerais and São Paulo. The states of Rio de Janeiro and Espírito Santo did not show significant investment compared to MG and SP. The South region covered 4.8% of investments. The states of the Midwest and North regions are the most neglected in relation to public investments in tourism, covering 3.8% and 3.5% of resources respectively over the 17 years of activity of the Ministry of Tourism. Due to the lack of detail in the Union's Budget Execution Reports, it was not possible to identify the destination of 59% of the resources applied by the MTur, demonstrating the lack of transparency in public spending in Brazil. |

En Brasil, el principal organismo oficial de turismo, el Ministerio de Turismo, de 2003 a 2018, invirtió un monto superior a R $ 17 mil millones. Considerando la relevancia de las inversiones públicas para el desarrollo del turismo, la investigación tuvo como objetivo conocer la distribución geográfica y el perfil de los recursos aplicados por el Ministerio de Turismo, en el período de 2003 a 2018. La metodología de este estudio se caracteriza por ser descriptiva y cuantitativo, ya que se basa principalmente en el relevamiento y análisis de ejecución presupuestaria en turismo realizado por el gobierno federal brasileño, teniendo como principal fuente de información los Informes de Ejecución Presupuestaria de la Unión. Dichos informes permiten filtrar los recursos ejecutados por agencia, programa, proyecto y localidad. De esta manera, los datos obtenidos permitieron visualizar la distribución geográfica de las inversiones públicas en turismo en Brasil, revelando las regiones del país que concentran los recursos y las regiones desatendidas, según las áreas de inversión. En cuanto al perfil de inversión, se concluye que el área de Infraestructura Básica y Turística concentró el 68,2% del total de recursos aplicados por MTur. La segunda área de mayor inversión es Promoción Turística (18,4%), y las áreas menos privilegiadas son Gestión y Planificación (3,7%), Calificación de Servicios (2,2%), Marketing de Producto (0, 8%) y Estudios y Sistemas de Información (0,4%). El Nordeste fue la región que concentró la inversión pública en turismo a lo largo de 17 años, representando el 20,4% del total invertido, con énfasis en los estados de Ceará, Pernambuco, Paraíba, Bahía y Alagoas. La región Sudeste capturó el 8,6%, con énfasis en los estados de Minas Gerais y São Paulo. Los estados de Río de Janeiro y Espírito Santo no mostraron inversiones significativas en comparación con MG y SP. La región Sur cubrió el 4.8% de las inversiones. Los estados de las regiones Medio Oeste y Norte son los más desatendidos en relación a la inversión pública en turismo, cubriendo el 3,8% y el 3,5% de los recursos respectivamente durante los 17 años de actividad del Ministerio de Turismo. Debido a la falta de detalle en los Informes de Ejecución Presupuestaria de la Unión, no fue posible identificar el destino del 59% de los recursos aplicados por el MTur, lo que demuestra la falta de transparencia del gasto público en Brasil.Os investimentos públicos em turismo assumem um importante papel no desenvolvimento das destinações pois, em tese, visam geralmente a melhoria da infraestrutura urbana, a promoção turística, a qualificação dos serviços, o apoio à comercialização dos produtos, a gestão e o planejamento do turismo. No Brasil, o principal órgão oficial de turismo, o Ministério do Turismo, de 2003 a 2018, investiu um montante superior a R$ 17 bilhões. Considerando a relevância dos investimentos públicos para o desenvolvimento do turismo, a pesquisa teve como objetivo revelar a distribuição geográfica e o perfil dos recursos aplicados pelo Ministério do Turismo, no período de 2003 a 2018. A metodologia deste estudo se caracteriza como uma pesquisa descritiva e quantitativa, visto que se fundamenta principalmente no levantamento e análise da execução orçamentária em turismo realizado pelo governo federal brasileiro, tendo como principal fonte de informação os Relatórios de Execução Orçamentária da União. Tais relatórios permitem filtrar os recursos executados por órgão, programa, projeto e localidade. Desta forma, os dados obtidos permitiram visualizar a distribuição geográfica dos investimentos públicos em turismo no Brasil, revelando as regiões do país que concentram os recursos e as regiões negligenciadas, conforme as áreas de investimento. Em relação ao perfil dos investimentos, conclui-se que a área de Infraestrutura Básica e Turística concentrou 68,2% do total dos recursos aplicados pelo MTur. A segunda área de maior investimento é a de Promoção Turística (18,4%), e as áreas menos privilegiadas são Gestão e Planejamento (3,7%), Qualificação dos Serviços (2,2%), Comercialização de Produtos (0,8%) e Estudos e Sistemas de Informação (0,4%). O Nordeste foi a região que concentrou os investimentos públicos em turismo ao longo de 17 anos, representando 20,4% do total investido, com destaque para os estados do Ceará, Pernambuco, Paraíba, Bahia e Alagoas.
