The “pejotização” of health in the northern macro-region of Paraná and its implications with COVID-19

Resumo: | The term “pejotização” refers to the contracting of services from individuals, constituted by a legal entity, especially for this purpose. This article aims to analyze the “pejotization” of human resources in the health area in the northern macro-region of Paraná, and to point out possible implications caused by the pandemic of COVID-19, due to the greater fragility of the working relationships of professionals linked to health services through this modality. This is a critical analysis of secondary data carried out between April and May 2020, obtained from SCNES. In the surveyed region, the number of professionals admitted in the form of “pejotização” showed a proportionally greater increase than in other modalities with an employment relationship. The results point to fraud in the public administration and losses to workers, especially in a pandemic period. Among them, there is a reduction in income due to the lack of payment for days not worked due to absence and the insecurity provided to families in cases of illness and death. In this perspective, the need to consider the limits of the legislation for responding to this challenge is defended, as well as clear parameters regarding the hiring of health professionals for the core activities. |

El objetivo es analizar la “pejotización” de los recursos humanos en el área de la salud en la macro región norte de Paraná, y señalar las posibles implicaciones causadas por la pandemia de COVID-19 a profesionales vinculados a esta modalidad. Este es un análisis crítico de datos secundarios realizado entre abril y mayo de 2020, obtenido de SCNES. En la región encuestada, el número de profesionales admitidos en forma de pejotização mostró un aumento proporcionalmente mayor que en otras modalidades con una relación laboral. Los resultados apuntan a fraude en la administración pública y pérdidas para los trabajadores, especialmente en un período de pandemia. Entre ellos, hay una reducción en los ingresos debido a la falta de pago por los días no trabajados debido a la ausencia y la inseguridad que se brinda a las familias en casos de enfermedad y muerte. Se defiende la necesidad de considerar los límites de la legislación para responder a este desafío, así como los parámetros claros con respecto a la contratación de profesionales de la salud para las actividades centrales.O termo ‘pejotização’ refere-se à contratação de serviços de pessoas físicas por meio de pessoa jurídica especialmente constituída para esse fim. Este artigo tem o objetivo de analisar a pejotização de recursos humanos na área da saúde na macrorregião norte do Paraná e apontar possíveis implicações provocadas pela pandemia de COVID-19, devido à maior fragilização e precarização das relações de trabalho dos profissionais vinculados aos serviços de saúde por essa modalidade. Trata-se de uma análise crítica de dados secundários realizada entre os meses de abril e maio de 2020, obtidos do SCNES. Na região pesquisada, a quantidade de profissionais admitidos na modalidade pejotização apresentou aumento proporcionalmente maior que em outras modalidades com vínculo empregatício. Os resultados apontam para fraude na administração pública e prejuízos aos trabalhadores, especialmente em um período de pandemia. Dentre os prejuízos destacam-se redução da renda devido à ausência de recebimento pelos dias não trabalhados por afastamento e a insegurança proporcionada à s famílias nos casos de adoecimento e óbito.
