Public spending on health in the face of COVID-19:: statistical analysis from municipalities of Santa Catarina

Resumo: The study aimed to evaluate the possible influence of the local public health structure and the expenditures directed to combating the pandemic in the municipalities of Santa Catarina, with the attenuation of mortality and the advancement of vaccination. We use data from 2019 to 2021, from the 295 municipalities in Santa Catarina, applying the multiple linear regression method, and with the inclusion of important socioeconomic and demographic variables, according to the subject’s literature. The results indicate that the public health structure, used as a proxy for public health expenditure, and the expenditures directed at fighting Covid-19 were able to attenuate mortality. In turn, only the public health structure was decisive for the advancement of vaccines. Regarding the other variables inserted, it is noteworthy that municipalities with greater social vulnerability had higher mortality and places with greater numbers of elderly people had better vaccination rates. These results are in agreement with findings from previous work. Although more research is needed on the subject with robust statistical methods, there is an indication that, in order to face new epidemic waves in the country, it is necessary to have a better basic health structure for challenges that may still arise.

Se utilizaron datos de 2019 a 2021, de los 295 municipios de Santa Catarina, aplicando el método de regresión lineal múltiple, con inclusión de variables socioeconómicas y demográficas, de acuerdo con la literatura sobre el tema. Los resultados indican que la estructura de salud pública, utilizada como proxy gasto público en salud, y los gastos dirigidos al combate de la Covid-19, lograron atenuar la mortalidad. A su vez, solo la estructura de salud pública fue decisiva para el avance de las vacunas. En cuanto a las demás variables insertadas, se destaca que los municipios con mayor vulnerabilidad social presentaron mayor mortalidad y los lugares con mayor número de ancianos presentaron mejores índices de vacunación. Estos resultados están de acuerdo con los hallazgos de trabajos anteriores. Si bien se necesita más investigación sobre el tema con métodos estadísticos robustos, existe un indicio de que, para enfrentar nuevas olas epidémicas en el país, es necesario tenter una mejor estructura básica de salud para los desafíos que aún puedan presentarse.O estudo teve por objetivo avaliar a possível influência da estrutura pública local de saúde e dos gastos direcionados ao combate da pandemia nos municípios de Santa Catarina, com a atenuação da mortalidade e do avanço da vacinação. Foram utilizados dados de 2019 a 2021, dos 295 municípios catarinenses, aplicando-se o método de regressão linear múltipla, com a inclusão de variáveis socioeconômicas e demográficas, de acordo com a literatura sobre o tema. Os resultados indicam que a estrutura pública de saúde, utilizada como proxy a despesa pública com saúde, e os gastos direcionados ao enfrentamento da Covid-19, foram capazes de atenuar a mortalidade. Por sua vez, apenas a estrutura pública de saúde foi determinante para o avanço das vacinas. Em relação as demais variáveis inseridas, destaca-se que municípios de maior vulnerabilidade social tiveram maior mortalidade e locais com maior quantidade de idosos obtiveram melhores índices de vacinação. Estes resultados estão em conformidade com achados de trabalhos anteriores.
