STRATEGY AS PRACTICE IN HUMAN RESOURCES DECISIONS: A CASE IN HEALTH CARE

Resumo: The strategic decision process between the best way of training and the time of this process is a big challenge, and when it comes to health services, this decision is more tenuous because it involves patient / client safety. The objective was to analyze the alternatives in the decision making of the education managers / training area of a diagnostic medicine service company regarding the training options of the operational team. This research has a theoretical-conceptual approach due to primary and secondary data extracted from an institutional sector of training and development of human resources, a health service specialized in diagnostic medicine and the literature analysis, resulting in a relevant survey points for the planning and conduction of a case study. In the first part of the analysis the following points were raised: decisions, uncertainties and objectives of the case. In this scenario, a diagram for the training of new employees was sketched out. As delimitations of the study were chosen the decisions of the tactical and operational levels and seven alternatives was generated. Possible classifications of strategic institutional domains and practical action were described. This study concludes that the construction of the alternatives to define the training strategy is dependent on quantitative and qualitative uncertainties, which makes the decision of this service difficult. Converging with the revisedliterature it was noticed that the practical part of the training has a direct influence on the quality of the employees who are active in the routine and operational results.

El objetivo fue analizar las alternativas en la toma de decisión de los gestores del área de educación / entrenamiento de una empresa de servicio de medicina diagnóstica en cuanto a las opciones de capacitación del equipo operacional. Esta investigación tiene un enfoque teórico-conceptual proveniente de datos primarios y secundarios extraídos de un sector institucional de entrenamiento y desarrollo de personas, de un servicio de salud, especializado en medicina diagnóstica y análisis de la literatura,resultando en un levantamiento de puntos relevantes para el diagnóstico para la planificación y conducción de un estudio de caso. Para la primera parte del análisis se plantearon los puntos: decisiones, incertidumbres y objetivos del caso. Ante este escenario, se esquematizó el diagrama de influencia para los entrenamientos de formación / admisión de los nuevos colaboradores. Como delimitaciones del estudio se eligieron las decisiones tácticas y operacionales y se generaron siete alternativas. Se describieron las posibles Clasificaciones estratégicos institucional y de acción práctica. El estudio posibilitó inferir que la construcción de las alternativas para definir la estrategia de entrenamiento es dependiente de incertidumbres cuantitativas y cualitativas, lo que dificulta la decisión del servicio. Convergente con la literatura que la parte práctica de la capacitación tiene influencia directa en la calidad de los colaboradores en la rutina y en los resultados operacionales.O processo estratégico de capacitação e treinamento é um desafio em serviços de saúde, visto que envolve a segurança do paciente/cliente. O objetivo foi analisar as alternativas na tomada de decisão dos gestores da área de educação/treinamento de uma empresa de serviço de medicina diagnóstica quanto às opções de capacitação da equipe operacional. Esta pesquisa tem uma abordagem teórico-conceitual decorrente de dados primários e secundários extraídos de um setor institucional de treinamento e desenvolvimento de pessoas um serviço de saúde, especializado em medicina diagnóstica e análise da literatura, resultando em um levantamento de pontos relevantes para o planejamento e condução de um estudo de caso. Para a primeira parte da análise foram levantados os seguintes pontos: decisões, incertezas e objetivos do caso. Diante deste cenário, esquematizou-se o diagrama de influência para os treinamentos de formação/admissional dos colaboradores novos. Como delimitações do estudo escolheu-se as decisões dos níveis tático e operacional e gerou-se sete alternativas. Foram descritas as possíveis classificações dos domínios estratégicos institucional e ação prática.
