The “rancheríos”. An approach to the hegemonic discourses on rural housing in Uruguay in the 20th century

Resumo: | The objective of the work was to reconstruct, from a series of documentary sources and bibliography, the hegemonic discourses - and their production contexts - about rural housing in Uruguay in the 20th century. Analytically, I divided this time range into two stages: one, from the beginning of the century, in the context of the post-wire fencing of the fields; and the other, from the mid-century, in the context of the post-world war and the universalization - led by the United States - of the development discourse. In this reconstruction of the discourses on rural housing, the presence of at least two structuring arguments throughout the century was observable: a sanitary one - synthesized in the idea of ”‹”‹unhealthiness - and a moral one - synthesized in the idea of ”‹”‹promiscuity-. All this was illuminating plots of interests and less visible meanings that are interwoven under the off-road concepts, such as “progress” or “development”, that structure the discourses on rural housing and, as a consequence, the interventions that these discourses enable. At the same time, it helped to understand the virtually total absence of the voice of rural workers in the dispute over the representation of their own homes. Â |

Â El objetivo del trabajo fue reconstruir, a partir de una serie de fuentes documentales y bibliografía, los discursos hegemónicos -y sus contextos de producción- acerca de la vivienda rural en el Uruguay del siglo XX. Analíticamente, dividí ese rango temporal en dos etapas: una, de principios de siglo, en el contexto del post alambramiento de los campos; y la otra, de mediados de siglo, en el contexto de la posguerra mundial y de la universalización -liderada por Estados Unidos- del discurso del desarrollo. En esta reconstrucción de los discursos sobre la vivienda rural fue observable la presencia de por lo menos dos argumentos estructurantes a lo largo de todo el siglo: uno sanitario -sintetizado en la idea de insalubridad- y uno moral -sintetizado en la idea de promiscuidad-. Todo ello fue iluminando tramas de intereses y significaciones menos visibles que se entretejen por debajo de los conceptos todoterreno, como “progreso” o “desarrollo”, que estructuran los discursos sobre la vivienda rural y, como consecuencia, las intervenciones que estos discursos habilitan. Al mismo tiempo, ayudó a comprender la casi total ausencia de la voz de los trabajadores rurales en la disputa por la representación de sus propias viviendas.O objetivo do trabalho foi reconstruir, a partir de uma série de fontes documentais e bibliográficas, os discursos hegemônicos - e seus contextos de produção - sobre a habitação rural no Uruguai no século XX. Analiticamente, dividi esse intervalo de tempo em duas etapas: uma, a partir do início do século, no contexto da cerca pós-arame dos campos; e a outra, a partir da metade do século, no contexto do pós-guerra mundial e da universalização - liderada pelos Estados Unidos - do discurso do desenvolvimento. Nessa reconstrução dos discursos sobre a habitação rural, observou-se a presença de pelo menos dois argumentos estruturantes ao longo do século: um sanitário - sintetizado na ideia de insalubridade - e outro moral - sintetizado na ideia de promiscuidade-. Tudo isso iluminando tramas de interesses e sentidos menos visíveis que se entrelaçam nos conceitos todoterreno, como “progresso” ou “desenvolvimento”, que estruturam os discursos sobre a habitação rural e, por consequência, as intervenções que esses discursos possibilitam. .
