Sudeco & Liquilândia: plan a new city

Resumo: The Midwest Development Superintendence (Sudeco) was created in 1967 to continue the planning and regional occupation work initiated by the Brazil Central Foundation (FBC) in the “March to the West” state program (1938). During this colonizing advance, Sudeco was responsible for territorial planning through Special programs, such as: Polamazônia, Polocentro, Prodepan and Pergeb, which favored the implantation of support infrastructures (highways, airstrips, communication networks, dams), the opening of new agricultural frontiers, the managed migration, and the creation of producer and consumer hubs. In addition, they allowed the urbanization, either by empowerment existing urban centers or by conducting the emergence of new cities by private initiative, as the project of Liquilândia (1975) in Mato Grosso State reveals. Methodologically, the recue of primary sources from Sudeco collection, in the National Archives in Brasilia, allowed this article to reveal the process that motivated the conception of a new city. By studying the universe of Sudeco and the particular case of Liquilândia, we present as results the deviations and successes related to the gestational stage of an intended city, broadening the understanding of this process and enriching research on the recent history of the city and urbanism in Brazil.

Durante esse avanço colonizador, a Sudeco foi responsável pelo ordenamento territorial mediante Programas Especiais, como: Polamazônia, Polocentro, Prodepan e Pergeb, que favoreceram a implantação de infraestruturas de apoio (rodovias, pistas de pouso, redes de comunicação, represas), a abertura de novas fronteiras agrícolas, o povoamento direcionado, a criação de polos produtores e consumidores, bem como a urbanização, seja pela capacitação de núcleos urbanos existentes, seja pela condução no surgimento de cidades novas por iniciativa privada, como revela o projeto para Liquilândia (1975), no estado do Mato Grosso. Metodologicamente, o resgate de fontes primárias junto ao acervo da Sudeco, no Arquivo Nacional em Brasília, permitiu a este artigo revelar os processos que motivaram a concepção de uma cidade nova.
