Curso de Graduação em Administração a Distância.O trabalho apresenta um estudo a respeito do Projeto Integrado Vila Estrutural – PIVE, um subcomponente do Programa Brasília Sustentável, desenvolvido pelo Governo do Distrito Federal com financiamento do Banco Mundial e do Governo Federal, por meio do Programa de Aceleração do Crescimento, que tem como meta a urbanização da cidade Estrutural. Buscou-se inicialmente levantar informações sobre o projeto e descrever seus objetivos. Após detectar a extensa gama de alvos propostos pelo PIVE, que abordam desde políticas ambientais até o empenho no aumento da participação popular nas decisões governamentais, optou-se pela ênfase na análise das políticas públicas de provisionamento de serviços básicos. As estratégias utilizadas para coleta dos dados foram a pesquisas bibliográfica e documental, entrevista e observação. O tratamento dos dados ocorreu em quatro etapas, a primeira foi dedicada em estabelecer a situação da região estudada antes do PIVE, tendo como fonte principal os dados da pesquisa distrital por amostra de domicílios - PDAD 2004, na segunda etapa foram cruzados os resultados do PIVE informados pelos representantes do Programa Brasília Sustentável com os dados da pesquisa distrital por amostra de domicílios – PDAD 2011, constada divergência nos dados foi realizada visita a campo para verificar in loco as mudanças ocorridas na Estrutural após a implantação do projeto, a quarta e última etapa foi dedicada ao comparativo dos dados das pesquisas PDAD 2004 e PDAD 2011. Ao final do estudo, conclui-se que embora o Projeto Integrado Vila Estrutural não tenha atingido seus objetivos na totalidade, foi observada que as obras realizadas na região contribuíram para uma mudança radical na arquitetura da cidade, resultando na melhora da qualidade de vida dos moradores da Estrutural. _________________________________________________________________________________ ABSTRACTThe paper presents a study on the Projeto Integrado Vila Estrutural - PIVE, a subcomponent of the Brasília Environmentally Sustainable Project, developed by the Government of the Federal District with funding from World Bank and the Federal Government, through the Growth Acceleration Program (Programa de Aceleração do Crescimento PAC), that aims to urbanization of the Estrutural city. Initially sought to gather information about the project and describe its objectives. After detecting a wide range of targets proposed by PIVE, which range from environmental to the political commitment to increase popular participation in government decisions, we chose to focus on public policy analysis provisioning of basic services. The strategies used for data collection were the bibliographical and documentary research, interviews and observation. Data analysis occurred in four stages: the first was devoted to establish the status of the study area before the project, having as its primary source data from the survey sample of households by district (pesquisa distrital por amostra de domicílios - PDAD) 2004, in the second stage were the results of cross PIVE informed by representatives of the Brasília Environmentally Sustainable Project with data from the survey sample of households by district - 2011 PDAD, observed divergence in the data field trip was conducted to verify in situ the structural changes in the project after deployment, the fourth and final stage was devoted to the comparative survey data 2004 PDAD and 2011 PDAD.
