Pretendeu-se discutir os parâmetros que orientam o trabalho de execução da PSC a partir visão de profissionais do sistema socioeducativo. Os referenciais teóricos buscam traçar um breve caminho de evolução da política de atenção ao adolescente autor de ato infracional, até a criação da Lei nº 12584, a Lei do SINASE, problematizando as medidas em meio aberto. Para a realização da pesquisa, foram feitas entrevistas semiestruturadas com servidores e gerentes das unidades que atendem as medidas socioeducativas em meio aberto no DF, além da participação em uma reunião de grupo de trabalho do órgão gestor. A pesquisa tratou dos avanços na gestão e na execução das medidas socioeducativas no DF, com enfoque no meio aberto e na PSC, especialmente a partir da criação de parâmetros locais de trabalho. Concluiu-se que a falta de alinhamento das concepções por parte dos profissionais que a executam, seja das unidades de atendimento ou das instituições conveniadas, podem abrir brechas para intervenções pouco educativas ou mesmo preconceituosas sobre os adolescentes atendidos. Por fim, a análise das entrevistas levou a inferir que essa divergência de concepções impacta na qualidade e nos resultados do trabalho desenvolvido e produz resultados divergentes dos objetivos traçados pela socioeducação. The aim is to discuss the parameters that guide the work of implementing the PSC from the perspective of professionals in the socioeducational system. The theoretical frameworks seek to trace a brief path of the evolution of the policies about adolescents who have committed an infraction, until the creation of Law No. 12584, the SINASE Law, questioning the opened way measures. In order to achieve the aimed results, semi-structured interviews were carried out with civil servants and managers of the units that attend socio-educational opened way measures in the Federal District, in addition to participating in a working group meeting of the managing body. The research identified the advances in the management and implementation of socio-educational measures in the DF, focusing on the open way measures and the PSC, especially by the creation of local work parameters. It was concluded that the lack of alignment of conceptions among the professionals, whether from the care units or from the affiliated institutions, can lead to uneducated or even prejudiced interventions on the served adolescents. Finally, the analysis of the interviews showed that this divergence of conceptions impacts on the quality and results of the work developed, affecting the achievement of the goals outlined by socio-education.
