Assim, estudar o desenrolar de sua formatação na Assembleia Nacional Constituinte (ANC) reveste-se de importância por se reconhecer avanços nos direitos para a sociedade e também as razões porque não foram na proporção e medida da ansiedade, necessidade e perspectiva que o povo almejava. Para compreensão do processo, buscamos delinear traços do contexto histórico e político da Constituinte bem como da sua natureza, estrutura e funcionamento. Discutimos a partir de pesquisa bibliográfica, a figura dos grupos de pressão, também identificados como grupos de interesse e lobby para dimensionar a ação desses grupos, suas influências, suas conquistas e como esse fenômeno se relaciona com a democracia representativa, pois os constituintes, presumivelmente, eram a voz do povo na ANC. A linha norteadora da abordagem do tema pauta-se no questionamento se a atuação dos grupos de pressão constitui uma ação legítima no escopo da democracia representativa ou expõe um flanco no qual grupos organizados podem atuar de forma paralela cooptando representantes e parlamentares em prol dos interesses que representam mediante compensações. Ou seja, examinaremos aqui o lobby como uma ação no jogo da democracia representativa ou mesmo uma distorção do mesmo. Thus, studying the development of its format in the National Constituent Assembly (ANC) is important because it recognizes advances in the rights for society and also the reasons why they were not in the proportion and measurement of the anxiety, necessity and perspective that people wanted. To understand the process, we seek to delineate traces of the historical and political context of the Constituent as well as its nature, structure and functioning. We discuss from a bibliographical research, the figure of pressure groups, also identified as lobbies and interest groups to assess the action of these groups, their influences, their achievements and how this phenomenon is related to representative democracy, since constituents, presumably, were the voice of the people in the ANC. The guiding line of the theme's approach is whether the lobbying of the pressure groups is a legitimate action within the scope of representative democracy or exposes a flank in which organized groups can act in parallel by co-opting representatives and parliamentarians for their own interests through compensation. In other words, it will be examined the lobby as an action in the game of representative democracy or even a distortion of it. This work is part of the History of Present Time and presents different authors who often represent antagonistic or conflicting poles that reflect the interests at stake within the scope of the Constituent Assembly.Assembléia Constituinte (1987/1988) - BrasilBrasil.
