É feito um relato sobre os três câmbios fixos que já foram aceitos pela comunidade internacional, do prioneiro “padrão-ouro”, sob a batuta do Banco da Inglaterra, até o “dólar-ouro”, patrocinado pelos Estados Unidos, depois do final da II Guerra Mundial. É destacado o fato de que, mesmo após o Federal Reserve encerrar a convertibilidade do dólar norte-americano, durante a Presidência de Nixon, as instituições criadas pelos Acordos de “Bretton Woods” sobreviveram e mantiveram um sofisticado regime financeiro global em um ambiente de livre flutuação cambial. A tensão separando os que acreditam em máxima liberdade aos mercados e os defensores do controle oficial está refletida nas discussões em curso entre os líderes do G- 20. O trabalho procura as raízes que geraram os primeiros encontros do G-6. São analisadas as causas para a crescente aceitação de países no fórum e sua agenda atual, na sequência da crise financeira global de 2008. Na conclusão, é defendida a importância do mandato dos reguladores financeiros internacionais para a manutenção do comércio livre e de um ambiente de negócios com oportunidades iguais, duas das metas defendidas pelas Nações Unidas como padrões desejáveis de governança global. _________________________________________________________________________________ ABSTRACTThe thesis concerns the historical interaction between the international financial systems and the security agenda, from the XIX Century to the present. It surveys the three fixed exchange rates accepted by the international community, from the pioneer “Gold Standart”, under the rule of the Bank of England, throughout the “Dollar-Gold”, sponsored by the United States, after the end of the World War II. It highlights the fact that even after the Federal Reserve discontinued the convertibility of the US Dollar, during Nixon´s Presidency, the institutions created by the “Bretton Woods Agreements” survived and kept running a sophisticated global finance regime, in a free-floating currencies environment. The tension separating those who believe in maximum freedom to the markets and supporters of the official control is reflected in the current discussions among the leaders of the G-20. The paper seeks the reasons behind the first G-6 meetings. It analyzes the causes for the acceptance of a growing number of countries in the forum and its present agenda, following the wake of the 2008 global financial crisis.
