Levando em conta referências genéricas, e limitação na literatura disponível para abordar o tema, foi usado como estudo de caso, a Frente Parlamentar pela Valorização do Setor Sucroenergético. São questionamentos naturais indagar em que circunstâncias surgiu; como tem atuado enquanto bancada suprapartidária; quais são seus objetivos precípuos; estratégias de organização e de atuação da frente; análise dos atores envolvidos. Foi feita ainda, a análise da dinâmica dos atores, ou seja, como estes se comportam no parlamento e como funciona a interlocução entre os parlamentares e o setor. Por fim, houve a investigação de que modo a interação dos atores reflete nas agendas formadas, mostrando os resultados alcançados. Foi testado até que ponto a atuação da frente é expressiva na aprovação e regulamentação de leis em favor do segmento, notadamente pela reformulação de políticas fiscais, no intuito de elevar a formalização e permanência das empresas no setor. Neste sentido, o presente trabalho se dedicou a estudar os mecanismos e instrumentos de ação da Frente Parlamentar do Setor Sucroenergético com enfoque na 54ª legislatura, período de 2011 a 2014, mas considerando também o contexto histórico dos anos anteriores e o ano de 2015. __________________________________________________________________________ ABSTRACTThe following thesis aimed to identify and investigate who are in charge for the creation of parliamentary groups in the Brazilian National Congress, if these groups emerge more by internal initiative, political stakeholders or external agents. Considering generic references, and limitation in the literature available to deepen the topic, it was used as a case study, the Frente Parlamentar pela Valorização do Setor Sucroenergético (Sugarcane and Alcohol Industry Parliamentary Group). Are natural points to ask, under which circumstances that group emerged; how the group has been working as supra-partie group; what are their essential objectives; organizing strategies and the group operation; stakeholder analysis. Furthermore, has been made, a dynamic analysis of the stakeholders, to notice how they behave in the parliament and how it works the dialogue between parliamentarians and the industry. Finally, there was an investigation of how the interaction of the stakeholders reflected in the agendas, showing the achieved results. It was tested to which extent the group activity is significant in the adoption and regulatory laws in favor of the sector, notably by the reformulation of fiscal policies, in order to raise the formalization and permanence of companies in the sector.
