A não priorização da questão da infância, adolescência e da família na agenda pública tem acarretado um agravamento da situação. O que acontece com as crianças e adolescentes que devem ser separados de suas famílias por motivo de ameaça ou violação de seus direitos? Para onde vão? Como são atendidos? Seus direitos estão sendo garantidos? Este estudo tem como objeto o Acolhimento Institucional de Crianças e Adolescentes na perspectiva da garantia dos direitos. Nesse sentido, os objetivos da pesquisa foram (i) objetivo geral: conhecer e refletir sobre o Acolhimento Institucional de CA na perspectiva do Estatuto da Criança e do Adolescente (ii) objetivos específicos: conhecer e analisar as aplicações dos princípios do artigo 92 do ECA em três Instituições de Acolhimento do DF e contribuir para um melhor dimensionamento do papel do abrigo na perspectiva da proteção da criança e do adolescente. O período selecionado para a pesquisa foi de 2006 a 2008. Para atingir os objetivos propostos inicialmente (i) realizou-se revisão bibliográfica sobre as categorias Acolhimento Institucional, Crianças e Adolescentes, Família e Garantia de Direitos para que possibilitasse a construção de um referencial teórico atualizado para subsidiar a análise de dados e a fundamentação da pesquisa. Pretendendo assim compreender o fenômeno além das aparências, considerando suas contradições e falhas, além de sua historicidade; (ii) posteriormente foi realizada a elaboração de questionários com perguntas semi-estruturadas para aplicação com os profissionais de Instituições de Acolhimento selecionados; e por fim (iii) análise de material documental. To not prioritize the childhood issue, adolescence and the family on the public agenda has been causing an aggravation of the situation. What happens with the children and adolescents that must be separated of their families because of threat and violation of their rights? Where do they go to? How are they attended? Are their rights been guaranteed? This study has as object the Institutional Shelter of Children and Adolescents in the perspective of the guarantee of the rights. In this way, the objectives of this research were (i) general objective: to know and to reflect about the Institutional Shelter of CA in the perspective of the Child and Adolescent Statute (ii) specifics objectives: to know, to analyze the applications of the article´s 92 principles of ECA in three Shelter Institutions of DF and to contribute for a better dimension of the shelter´s role in the perspective of the child and adolescent´s protection. The selected period for the research was from 2006 to 2008. To reach the proposed objectives initially (i) was made a bibliographic review about the categories Institutional Shelter, Child and Adolescent, Family and Rights Guarantee, so it could allow the construction of a theoretical reference updated to subsidize the analysis of data and the reasons of the research. Intending to understand the phenomenon beyond the appearances, considering its contradictions, faults, beyond of its historicity; (ii) was subsequently made an elaboration of questionnaires with semi-structured questions for subsequent application to the professionals of selected Institutions of Shelter; and finally (iii) analyze of documentary material. The analyzes of the produced material allowed to confirm the hypothesis, to know the nine principles of article 92 of the ECA are partially done by the Institutions of Shelter in DF.
