Resumo: The article seeks to analyze the implementation of the Program of Incentive to the Restructuring and Strengthening Institutions of Higher Education (Proies), released in 2012, linking it to other actions of the Federal Government, such as the University for All Program (Prouni) and the Fund for the Financing of Higher Education Students (Fies), which, since the 1990s, aim to broaden access to higher education and simultaneously promote the process of ‘entrepreneurship’ in education, establishing new relations between the State and private enterprise.
