CT-Petro as an information product to stimulate interactions between research groups and the productive sector in the Brazilian Northeast region

Resumo: The article analyzes, through the Policy Cycle model, the impacts of the Petroleum and Natural Gas Sectorial Fund (CT-Petro) on the interactions between research groups in Chemical Engineering in the Northeast region and the productive sector. The methodological procedures include a series of surveys and systematization of government documents and secondary data, from the 2002 and 2010 censuses of the Directory of Research Groups in Brazil (DGP/CNPq). The results showed that between 2002 and 2010, despite the significant increase in research groups in the Northeast, as well as their interactions with the productive sector, regional disparities were practically maintained. Finally, the importance of research that expands the time frame is highlighted, with the aim of analyzing the interaction between the aforementioned agents and the effects of this information product after the severe contingency of the Sectorial Fund.

Los procedimientos metodológicos involucran a una serie de prospecciones y sistematizaciones de documentos gubernamentales y datos secundarios, oriundos de los censos 2002 y 2010 del Directorio de los Grupos de Investigación en Brasil (DGP/CNPq). Los resultados demostraron que entre 2002 y 2010, a pesar del expresivo recrudecimiento de los grupos de investigación en Nordeste, así como de sus interacciones con el sector productivo, las disparidades regionales fueron prácticamente mantenidas. Por fin, se resalta la importancia de una investigación que genere amplitud el recorte temporal con el propósito de analizar la interacción entre los agentes mencionados y los efectos de dicho producto de información tras la severa contingentación del Fondo Sectorial.  O artigo analisa, por meio do modelo do Ciclo de Política, os impactos do Fundo Setorial de Petróleo e Gás Natural (CT-Petro) nas interações entre os grupos de pesquisa em Engenharia Química da região Nordeste e o setor produtivo. Os procedimentos metodológicos englobam uma série de prospecções e sistematizações de documentos governamentais e dados secundários, oriundos dos censos 2002 e 2010 do Diretório dos Grupos de Pesquisa no Brasil (DGP/CNPq). Os resultados demonstraram que entre 2002 e 2010, apesar do aumento expressivo dos grupos de pesquisa no Nordeste, assim como de suas interações com o setor produtivo, as disparidades regionais foram praticamente mantidas.
