Resumo: Having previously defined the conceptual field of the agrarian issue, the article then discusses its reasons and implications in Latin America, especially in Brazil, in relation to its specific characteristics in Europe, particularly in France. In Latin America, the agrarian issue not only reflects the nature of the State and class relations, but also conditions the very organization of the State and its relations with civil society; the issue, in Latin America, contains crucial economic as well as social and political dimensions. In Europe, the manner in which the State is constituted and social classes are distinguished does not produce an agrarian issue in the terms it assumes in Latin America: economic and social issues are dealt with through sectorial political measures which have permitted their "solution" in an integrated way.

Na América Latina, a questão agrária não só reflete a natureza do Estado e das relações entre as diferentes classes sociais, mas também condiciona a própria organização do Estado e as relações entre este e a sociedade civil. Diferentes maneiras de enfren tamento da questão agrária na América Latina associam-se a regimes políticos mais ou menos autoritários, a maior ou menor justiça so ciai, a maior ou menor dinamismo do mercado interno. Na America La tina, a questão agrária contém dimensões cruciais tanto econômicas como sociais e políticas. Na Europa, a maneira pela qual se constitui o Estado e se dis tinguem as classes sociais não secreta uma questão agrária nos mol_ des em que esta surge na América Latina: as questões economioas e sociais do mundo agrário são enfrentados por medidas setoriais de políticas que tem permitido sua "solução" de modo integrado a outras questões.
