Resumo: | This paper analyses the boundaries and concrete possibilities related withalternative practices generally adopted by organizations which appearinside the social movements themselves.First of all, the author discusses theoretically the problems caused byorganizing bureaucracies in the social urban movements. Afterwards, shestates the characteristics of an alternative model of democratic-coletiveorganization, which is based on informality, agreement and division of workin ad hoc and minima conditions.The difficulties in both kind of organizations have been considered startingfrom experiences occurred in the suburbs of Fortaleza.This analysis shows the dilemma raised on the one hand in the demand forless formalization and centralism, and on the other hand, for the necessity ofexplicit procedures to clear up conflicts and to evaluate the legitimaty andthe representativity of rival groups, which seek to control the association orto lead the movement.Finally the author proposes a model "organization versus directparticipation". This model, founded in the utopic ideas of Habermas andLechner, praises the search for a consensus, in which all participantsrecognize themselves as subjects of collective life outside any possiblemanipulation and authoritarianism. |

Premièrement, sur le plan théorique, sont analysés lesproblèmes que lapropre formation d'associations organisées sur un modebureaucratique peut entrainer. Dans un deuxième temps, sont présentées lescaracteristiques du modele alternatif d'organisation"démocratico-collectiviste" base sur I 'informalité, sur le consensus et surune division du travail ad hoc et minimale.Les difficultées liées à ces deux types d 'organisation sont envisagées à partirdes expériences intervenues dans le cadre des mouvements de quartier deFortaleza. Cette analyse met en evidence les dilemmes provoqués, d’unepart, par la demande d’une moindre formalisation etd’un moindrecentralisme, d'autre part par la nécessité d’etablir des procédures explicitesafin de diminuer les conflits et d 'évaluer la légitimé et la représentativité desgroupes qui rentrent en compétition pour controlerune association ou un mouvement.Enfim, I 'auteur présente um modèle qui peut être I'unique solution effectivepour résoudre le dilemne "organisation versus participation directe", Cemodèle, qui s 'inspire des idées utopiques de Habermas et de Lechner,préconise la recherche d’un consensus établi à partir d'un processus oil lesintervenants se reconnaissent mutuellement en tant que sujet de la viecollective, et oil iln’y a pas de possibilité de manipulation et d’autoritarisme.Este trabalho analisa os limites e possibilidades concretas relacionados compráticas alternativas geralmente adotadas pelas organizações que emergemno bojo de movimentos sociais. Primeiramente, discute-se, no plano teórico,problemas que a própria formação de associações burocraticamenteorganizadas pode acarretar para os KíSUs. A seguir, apresenta-se ascaracterísticas do modelo alternativo de organização"democrático-coletivista", baseada na informalidade, no consenso e em umadivisão de trabalhos ad hoc e minima.As dificuldades associadas a ambos os tipos de organização sãoconsideradas a partir de experiências ocorridas no movimento de bairros deFortaleza. Esta análise evidencia os dilemas suscitados, de um lado, pelademanda por menor formalização e centralismo e, de outro, pelanecessidade de procedimentos explícitos para dirimir conflitos e avaliar alegitimidade e representatividade de grupos que competem pelo controle deuma associação ou movimento.Finalmente, apresenta-se um modelo que pode ser a única salda efetiva parao dilema "organização versus participação direta".
