POPULAR FIGHTS DURING THE JÂNIO QUADROS GOVERNMENT: THE MOVEMENT FOR FIXATION AND URBANIZATION OF “CIDADE LIVRE"

Resumo: In a period characterized by economic retraction and incipient initiative onsocial and political levels, several social movements emerged with concrete re-39vindications and circumscribed in the field of what is called “populist democracy”.The perspective of analysis priviledged for this case study is directedtoward the possibility of the constitution of a channel for political participation,expression of demands and access to the State by the dominated classes. Thiscase constitutes a concrete situation in which social contradictions experiencedby the inhabitants of Cidade Livre (Free City) created the conditions for the population’sorganization and mobilization in view of its settlement and urbanization.This movement achieves social and political dimension as it confronts theState’s interests and seeks allies which can mediate this relationship and backup their revindications.

La perspective choisie pour cette étude de cas se dirige à lapossibilité de constitution d’un canal de participation politique, expression dedemandes et accès à I’Etat de la part des classes dominées. Le cas étudiéconstitue une situation concrète oil les contradictions vécues par les habitantsde Cidade Livre (Cité Libre) ont crée les conditions pour I’organization et la mobilizationde la population en vue de sa fixation et urbanization. Le mouvementgagne une dimension sociale et politique en cherchant des alliés capables demédier ce rapport et renforcer ses revendications.Numa fase caracterizada por retração econômica e incipiente iniciativa no plano social e político, diversos movimentos sociais eclodiram pautados em reivindicações concretas e circunscritos no campo da chamada “democracia populista". O enfoque da democracia populista, privilegiado para este estudo de caso, volta-se para a possibilidade de constituição de um canal de participação política, de expressão de demandas e de acesso ao Estado por parte das classes dominadas. O caso estudado configura uma situação concreta em que as contradições sociais vivenciadas pelos moradores da Cidade Livre criam condições para a organização e mobilização dos moradores, em prol de sua urbanização e fixação.
