Resumo: | The aim of this paper is to search the essential patterns conslituting theBrazilian foreign politics, which are shown in the discourse of the powerelite. This investigation is restricted to the study of two illustrdtive phases: a)the Republic in consolidation and b) the period that goes from 1930 to 1964.Its purpose is to analyse the steadiness of a strategic and political project.The essence of this project is the "nationalization" of the logical structureswhich characterize the "hegemonism " inherent in the Monroe Doctrine.Therefore, the North American pattern of a "manifest destiny" inspires theidea of converting the big national space in a political plus value, in thecontext of a process of hegemonic accumulation.This paper questions the effective possibility of a peripheric andtechnologically dependent country of continental size, subjected to ahegemonic enclosure, to become sovereign and decide about its present andfuture. |

Son butest I'analyse de la permanence d’un projet politique et stratégique.L 'éssence de ceprojet est la "nationalisation" des structures logiqueslesquelles characterlsent la hégémonie inhérente à la Doctrine Monroe.Done le modéle nordamérican d’un "destin manifeste" inspire l’idée deconversion de la grandeur spatiale de la nation en plus-value dans lecontexte d 'un procès hegémonique d 'accumulation.Cet article pose la question de la possibllité effective d 'un payspérlphérlque, technologiquement dépendent, de dimension continentale,soumis au cercle hégémonique, de devenir souveraln et décider sur sonprésent el future.O objetivo deste trabalho consiste em buscar os padrões fundamentais queenformam a política externa brasileira, no discurso da elite do poder.
