Resumo: This article presents the conflicts of opinion which occurred in the Assemblyamong the various categories and groups as to issues such as informatics,market reserve policies and national and foreign capital. A brief historyof the National Policy for Informatics and of the process of elaboraton of thenew Constitution leads to an analysis of problems — and their reasons — to bedealt with by national technology in the nineties.
