Resumo: The immediate objective of this critical review of the literature on study paradigmsfor public policies is to discuss their theoretical and methodological assumptions, evaluating the possibilites of their use for the study of the Braziliancase. The “bureaucratic-authoritarian” paradigm seeks to propose a new conceptualframework which could be the starting point for research on the stateand public policies in Latin American countries. From this point of view, the politicalsystem should be analysed on a combination of three dimensions: thestructure of the political regime, the composition of political coalitions and thecontents of public policies.

Leparadigme “bureaucratique-autoritaire” vise à proposer un nouveau cadre conceptuelqui puisse servir comme point de départ pour la recherche sur 1’Etat etles politiques publiques dans les pays d’Amérique Latine. De ce point de vue, lesystème politique doit être analysé à partir d’une combinaison de trois dimensions:la structure du régime politique, la composition des coalisions politiques etle contenu des politiques publiques.O objetivo imediato desta resenha crítica dos paradigmas de estudo das políticas públicas é o de discutir seus pressupostos teóricos metodológicos, avaliando as possibilidades de sua utilização no estudo do caso brasileiro. O paradigma "burocrático autoritário" objetiva propor um novo quadro conceituai, que sirva de ponto de partida para pesquisa sobre o Estado e as políticas públicas em países da América Latina.
