Migration policies and regional cooperation in the Southern Cone: institutional management of the Venezuelan migration in Argentina, Chile and Bolivia

Resumo: The objective of the article is to analyze the exodus of people from Venezuela, the most relevant migratory and humanitarian crises in Latin America in the last five years. An analysis of the evolution of migration policies in Chile, Argentina and Bolivia is carried out, based on a legislative review, policy analysis and a study on the institutional measures adopted by each country. Although there is an emerging international political coordination, the various particularities in force in each are also marked. The existence of State policies focused on migration issues such as in Chile and Argentina, as well as the circumstantial reaction of cases such as Bolivia, have been a fundamental key in the exercise of efforts and international cooperation. Venezuelan migration has become a priority in South America, implementing particular policies that are not enough, requiring greater regional coordination and collaboration, which has become more complex since 2020 given the health crisis caused by the Covid epidemic-19, which generated the closure of national borders.

Se realiza un análisis sobre la evolución de las políticas migratorias de Chile, Argentina y Bolivia, a partir de una revisión legislativa, análisis de políticas y el estudio sobre las medidas institucionales adoptadas por cada país. Si bien existe una emergente coordinación política internacional, también son marcadas las particularidades vigentes en cada uno. La existencia de políticas de Estado enfocadas en temas migratorios como en Chile y Argentina, así como la reacción circunstancial de casos como Bolivia, han sido una clave fundamental en el ejercicio de las gestiones y la cooperación internacional. La migración venezolana se ha transformado en un hecho prioritario en América del sur, implementándose políticas específicas que no resultan suficientes, requiriéndose una mayor coordinación y colaboración regional, la que se ha complejizado desde el año 2020 dada la crisis sanitaria por la epidemia del Covid-19, que generó el cierre de las fronteras nacionales.O objetivo do artigo é analisar o êxodo de pessoas da Venezuela, uma das crises migratórias e humanitárias mais relevantes da América Latina nos últimos cinco anos. A evolução das políticas de migração é analisada no Chile, Argentina e Bolívia, com base em uma revisão legislativa, análise de políticas e estudo das medidas institucionais adotadas por cada país. Embora exista uma coordenação política internacional emergente, as várias particularidades em vigor em cada uma também são marcadas. A existência de políticas de Estado focadas em questões de migração, como no Chile e na Argentina, bem como a reação circunstancial de casos como a Bolívia, têm sido uma chave fundamental no exercício de esforços e cooperação internacional.
