Recovering traditions: articulations between State and society in the elaboration of the “crioulas” seeds State Program in Rio Grande do Norte

Resumo: | This article investigates the agency of social movements in the design of the “Crioulas” Seeds State Program of Rio Grande do Norte, based on the concepts of public policy regimes and subsystems articulated in a model proposed by Rebeca Abers, Marcelo Silva, and Luciana Tatagiba (2018). Information available on the website of the State Secretariat of Family Agriculture (Sedraf) and Emater were analyzed, as well as interviews with program managers and representatives of social movements. As results, we found that the elaboration of the Program was only possible with the entry of representatives sensitive to the agendas in the rural areas in the executive and legislative, in 2019, in addition to the historical protagonism of the social movements in the defense of these. The movements acted in the sense of directly intervening in the proposals of bills, bringing accumulated experiences in other policies, such as the Seed House Program of Articulaçao do Semiarido (ASA) and the Food Acquisition Program (PAA seeds). |

Foram analisadas informações disponíveis no site da Secretaria Estadual de Agricultura Familiar (Sedraf) e da Emater, além de entrevistas com os gestores do programa e representantes dos movimentos sociais. Constatamos que a elaboração do programa só foi possível com a entrada de representantes sensíveis às pautas do meio rural no Executivo estadual e no Legislativo, em 2019, além do protagonismo histórico dos movimentos sociais na defesa dessas pautas.
