POLITICAL TRANSITION IN BRAZIL: PERSPECTIVES FOR DEMOCRACY

Resumo: | Criticizing the simplistic approach which defines the political transition in Brazil as "transition from above”, the author proposes an analysis which explains the liberalization process through the confluence of two dynamics: that of negotiation and pact conduted by the elites and another of pressures and demands emanating from society.The central question which emerges in the present context is how to effectively establish in the country a democratic order. The analysis indicates, on the one hand, a return of the historical pattern marked by a strong presence of the State and the importance of the executive in Brazilian politics and, on the other, the reflux of representative institutions in general, aggravated after the 1985 elections.The conclusion shows that the main challenge to democratic consolidation now lies in the possibility that representative institutions become effective channels of articulation and generalization of corporative-sectorial interests. |

La transition brésilienne serait, ainsi, le résultat d’un choc entre le projet de changement conçu par les ‘mentors’ du régime autoritaire et la volonté politique des forces qui lui opposaient une résistence.Ceci dit, la question centrale est celle de savoir comment peut s’instaurer effectivement au Brésil un ordre démocratique. Dans ce sens Particle constate, d’un côté, une reprise du modèle historique brésilien marqué par la forte pré- sence étatique et la primauté de 1’éxécutif dans la politique et, de l’autre, le reflux des partis et des institutions représentatives en général, agravé depuis les élections de 1985.La conclusion pose comme défi au processus actuel de consolidation démocratique la possibilité que les institutions représentatives puissem se convertir en ca- naux effectifs d’articulation et de généralization d’interêts corporatifs-sectorials.Partindo de uma crítica à abordagem que explica a abertura política brasileira em termos de “transição pelo alto”, o artigo propõe outro tipo de análise, que interprete em profundidade os casos específicos de liberalização política. Segundo esta abordagem, a explicação da abertura reside na confluência de duas dinâmicas básicas: uma dinâmica de negociação e de pacto conduzida pelas elites e uma dinâmica de pressões e demandas irradiadas da sociedade.
