Buscou-se a representação do motorista também com o intuito de se desvendar por que a Lei ficou mais rígida, e por que a atenção dos acidentes de trânsito foi centralizada nesse personagem. A metodologia escolhida para esse trabalho foi a análise de conteúdo dos Diários oficiais da Câmara dos Deputados e do Senado Federal. Também de observação na análise dos vídeos referentes às sessões plenárias, e entrevista com o deputado Hugo Leal, relator da Lei Seca. Após analisar os dados pode-se perceber que nos discursos alguns parlamentares compreenderam que a promulgação da Lei em si seria um passo importante para a redução de acidentes de trânsito. Com a adoção da Tolerância Zero, foi declarada a total repressão da combinação álcool e direção. O motorista que bebe e dirige foi representado como o outro; alguém distante que merece ser severamente punido por agir de maneira irresponsável. No entanto, ele também é representado como vítima que deve ser protegida, mas nem por isso entende-se que a sua punição deve ser reduzida; a sua condenação é acima de tudo moral, pois a imagem compartilhada durante a elaboração da lei é de alguém que ao dirigir sob a influência de álcool foi egoísta e não ponderou suas ações. Quando um acidente envolve álcool o questionamento sobre o comportamento do motorista é de ordem moral, e assume-se que se ele não houvesse ingerido bebida alcoólica não teria provocado acidente, e colocado vidas em perigo, portanto o acidente poderia ter sido evitado. O motorista foi representado no Congresso como alguém que ao dirigir alcoolizado, torna-se um assassino que ameaça à instituição da família, e provoca mortes de toda sorte; portanto os parlamentares concluíram que essas mortes podem ser evitadas se a conduta de beber e dirigir fosse proibida rigorosamente. __________________________________________________________________________________ ABSTRACTIn this dissertation, the main purpose was to comprehend the social representations of the driver who drives under the influence of alcohol (drinking-driver) and also the representation of the Law, which was shared between parliamentarians during the debate of the traffic drylaw in Brazil. We have searched for these representations in order to unravel why the law got harder, and why the attention of the traffic accident was centered in this character. The chosen methodology for this work is content analysis of the official diaries of the Chamber of the Deputies and the Senate house. Also observation, in the analysis of the referent videos of the plenary sessions, and interview with the congressman Hugo Leal, the rapporteur of the drylaw. After analyzing the data, we are able to perceive that some parliamentarians understood that the Law itself was a big step for reduce traffic accidents. With the adoption of the Zero Tolerance, it was a declared total repression of the combination alcohol and driving. The drinking-driver was represented like the other; someone distant that should be severely punished for acting in an irresponsible way. Nevertheless, he is also represented like a victim that must be protect, but not even in the light of that it is understood that his punishment should be reduced; his condemnation is above all moral, since his shared image during the law elaboration is that of someone who drove under the influence of alcohol that was selfish and didn’t measured his actions. When one accident involves alcohol the questioning about the driver’s behavior is related with the moral order, it is assumed that if he had not drunk alcohol he would not provoke an accident, and put a lot of lives in danger, therefore the accident could be avoided.
