Uma das questões centrais é entender quais são os principais elementos que contribuem para moldar as práticas políticas femininas. Para tanto, foi realizado um levantamento exaustivo sobre a produção legislativa e a participação das deputadas em comissões permanentes, bem como sobre informações biográficas e de trajetória política, que nos permitissem compreender melhor quem são e o que fazem. Os resultados encontrados indicam que as parlamentares apresentaram uma atuação bastante focada em temas sociais, especialmente naqueles que remetem aos papéis tradicionalmente delegados às mulheres no âmbito privado. Em especial, cabe destacar a preocupação em legislar para grupos considerados mais vulneráveis, como crianças, idosos, portadores de deficiência e as próprias mulheres. A partir da identificação com os “excluídos” da sociedade, as deputadas se sentem portavozes de seus anseios e necessidades. Outros elementos percebidos como importantes para o desenho do ethos político feminino referem-se: i) à socialização diferenciada; ii) ao sexismo institucional que, a partir das noções de patriarcalismo e de dominação masculina, é produzido e reproduzido no Parlamento; iii) à construção de bases políticas distintas em função do sexo e das representações sociais; e iv) à própria cultura política, por meio dos temas do habitus e do capital político acumulado e necessário ao exercício parlamentar. Revelou-se importante, ainda, a identificação de diferenças internas às parlamentares com base no tipo de capital político de que são dotadas: familiar, de movimentos sociais, convertido de outros campos ou da ocupação de cargos na estrutura do Estado. A análise dos dados coletados mostra diferenças significativas entre essas mulheres, que vão desde a formação e a atividade profissional, passando pela trajetória política construída, até o modo de atuação no Parlamento. _______________________________________________________________________________________ ABSTRACTThe following research aims towards the analysis of women participation in the Brazilian Chamber of Representatives during the years 1987 to 2002. One central question on the subject is the realization of the main elements that contribute to shape the feminine political practices. To that objective, an exhaustive investigation was conducted on the subject of legislative work and the work of women legislators on Permanent Commissions, as well as on biographical and political history information, in order to allow us a better understanding of who are these women and what do they do. The findings point to the fact that women legislators showed a performance very well focused on social issues, especially on those directed towards the traditionally assigned tasks in private life. It is important to emphasize the care that women demonstrate in legislating in favor of more vulnerable groups as children, senior citizens, bearers of special needs and women themselves. Starting from sharing the society’s “excluded” needs, the women legislators assume the voicing of their own wishes and needs. Other elements perceived as important for the development of the feminine political ethos, refer to: i) differentiated socializing; ii) institutional sexism which, from the notions of patriarchate and masculine domination, is produced and re-produced in the Parliament; iii) the construction of a political basis as a function of gender and social representations; and iv) the political culture itself by means of the habitus question and the accumulated political capital needed to the parliamentary exercise. Thus, it was revealed as important the identification of internal differences among the women legislators based on the kind of political capital owned: from family, from social movements, converted from other fields or from previous experience in State bureaucracy.
