Para tanto foi realizado um levantamento que identifica os principais atores do debate, cuja atuação é analisada mediante a metodologia de análise de redes sociais. Verificou-se que ao longo do período a rede ampliou-se em relação ao número de atores participantes, com crescimento da ordem de 26%, tendo sido identificado também o adensamento dos vínculos e encurtamento dos caminhos, conduzindo, portanto, a um maior capital social. O aumento do capital social pode ser creditado à intensificação das trocas realizadas durante os diversos eventos nos quais os atores em questão puderam se conhecer pessoalmente, trocar informações e experiências, além de ampliar a própria rede de contatos. Os eventos assumiram também o caráter de cenário social ao permitirem a aproximação e a interação entre atores qualitativamente distintos: instituições do Poder Público, entidades da sociedade civil, movimento estudantil, centrais sindicais, juventudes partidárias e pastorais. O estudo aponta que, apesar da intensificação das trocas, ao final de 2007, a rede continuava hierarquizada, com um grupo de atores centrais concentrando informações e poder. Demonstra, contudo, que os atores centrais não foram os mesmos ao longo do período analisado e identifica a dinâmica de transformação dessas relações que indicam a existência de conjunturas específicas. Nesse sentido, o ano de 2004 pode ser visto como um dos marcos possíveis, visto que anteriormente a rede centrava-se nos organismos internacionais, Unesco e OIT, e nas entidades da sociedade civil, OBJ, Ação Educativa e Instituto Cidadania. A partir do período assinalado, instituições do Poder Público como Cejuvent, SG-PR e Conjuve assumiram a liderança do processo.The work considers the analysis of the underlying social structure to the process of construction of the politics of youth in the period of 1997 the 2007. For that matter, a survey was carried out for identifying the main players of the debate, for whose action was examined by a methodology analyzing social networks. It was verified that throughout that period the network has broaden in terms of number of players, with a growth on the order of 26%. The analysis has also identified stronger strengthening of connections and shortening of pathways in the network, therefore leading to a better effectiveness of the pre-established relations. The increase of effectiveness can be credited to the intensification of the exchanges carried out during the many events in which the network players were able to become acquainted with one another, to exchange information and experiences, besides broadening the chain of contacts. The events have also assumed a role of social scenery allowing the contact and interaction between qualitatively distinct participants: public institutions, civil society entities, student s movements, unions, partisan and pastoral youths. The study indicates that, despite of the intensification of exchanges, at the end of 2007 the network continued to be hierarchized, with a group of players centralizing information and power. It has shown, however, that these central players were not the same throughout the analyzed period and has identified the dynamic of transformation of those relations that indicate the existence of specific conjuncture. In that sense, the year of 2004 can be regarded as the one of the possible landmarks since previously the network has centered itself in international agencies including Unesco and ILO, and in civil society entities such as OBJ (Brazilian Youth Organization), Educational Action and Institute of Citizenship.
