Development perspectives in the semiarid region: a study on the initial impacts of the canal do sertão on the reality of rural producers in Alagoas

Resumo: | The Brazilian semi-arid region has among its striking characteristics the confrontation of socioeconomic problems linked to the combination of its high population, history of government actions and physical-climatic factors that cause the scarcity of water resources, configuring a scenario of reduced development in the region. The Canal do Sertão, inserted in Alagoas in the northeast region of Brazil, is a project that aims to develop the semi-arid fraction of this state by increasing its water availability, taking the waters of the São Francisco River along 250 km, having already half of its extension completed. Therefore, the present work analyzes the development in the region where the channel is already functioning, from the perspective of a group of local producers. The survey covered 44 producers using the channel in six municipalities, with field visits being carried out between December 2016 and July 2018. The data used were: structured questionnaires, interviews and informal conversations, official databases and photographic records. The results show that the main use of canal water is for irrigation of crops, however, the presence of this alone is not sufficient to effectively transform the local reality, being still seen the predominance of small planting areas and low values income obtained by producers in general. It was also noted the lack of effective public policies aimed at expanding local production, identified as essential to maximize the use of the channel's potential as a development provider for the region. Semiarid.La región semiárida brasileña tiene entre sus características notables la confrontación de problemas socioeconómicos vinculados a la combinación de su alta población, historia de acciones gubernamentales y factores físicoclimáticos que causan la escasez de recursos hídricos, configurando un escenario de desarrollo reducido en la región. El Canal do Sertão, ubicado en Alagoas, en el noreste de Brasil, es un proyecto que tiene como objetivo desarrollar el semiárido de este estado aumentando su disponibilidad de agua, transportando las aguas del río São Francisco a lo largo de 250 km, que ya tiene la mitad de su extensión completada Ante esto, este artículo analiza el desarrollo en la región donde el canal ya funciona, según la perspectiva de un grupo de productores locales. La investigación abarcó a 44 usuarios del canal en seis municipios, y se realizaron visitas de campo entre diciembre de 2016 y julio de 2018. Los datos utilizados fueron: cuestionarios estructurados, entrevistas y conversaciones informales, bases de datos oficiales y registros fotográficos. Los resultados muestran que el uso principal del canal es para el riego de cultivos, sin embargo, solo su presencia no es suficiente para transformar de manera efectiva la realidad local, con el predominio de pequeñas áreas de plantación y valores bajos de ingresos obtenidos por los productores en general. También se observó la falta de políticas públicas efectivas destinadas a expandir la producción local, identificadas como esenciales para maximizar el potencial del canal como proveedor de desarrollo para la región. Semi árido.O semiárido brasileiro possui dentre suas características marcantes o enfrentamento de problemas socioeconômicos atrelados à combinação de sua elevada população, histórico de ações governamentais e fatores físico-climáticos que provocam a escassez de recursos hídricos, configurando um cenário de reduzido desenvolvimento na região. O Canal do Sertão, inserido em Alagoas na região nordeste do Brasil, é um empreendimento que visa desenvolver a fração semiárida deste estado elevando a sua disponibilidade hídrica, levando as águas do Rio São Francisco ao longo de 250 Km, tendo já a metade de sua extensão concluída. Assim, o presente trabalho analisa o desenvolvimento na região onde o canal já está em funcionamento, sob a ótica de um grupo de produtores locais. A pesquisa abrangeu 44 usuários do canal em seis municípios, sendo as visitas a campo realizadas entre dezembro de 2016 e julho de 2018. Foram utilizados para a coleta de dados: questionários estruturados, entrevistas e conversas informais, bancos de dados oficiais e registros fotográficos. Os resultados mostram que o principal uso da água do canal é para a irrigação de lavouras, no entanto, a presença deste por si só não é suficiente para transformar efetivamente a realidade local, sendo vista ainda a predominância de pequenas áreas de plantio e baixos valores de renda obtidos pelos produtores em geral. Notou-se também a carência de políticas públicas efetivas voltadas a expansão da produção local, apontadas como imprescindíveis para que se possa maximizar o aproveitamento do potencial do canal enquanto provedor de desenvolvimento para a região.
