Smart governance and smart management in small municipalities: the case of Luzerna (SC - Brasil)

Resumo: In the past few years, the topic smart cities has gained large interest among the academic community and public sector professionals. One of the purposes of the concept of smart cities is to provide sustainability, economic development, and life quality. This study aimed at identifying how a small-scale city could reach smart governance and smart management for the development of the municipality. A case study was carried out in a city that performs e-government and e-governance practices using a descriptive methodology, with the technique of content analysis by categories. After having reviewed the literature, the following categories for analysis were defined: decision-making process; use of information and communication technologies (ICT); stakeholders’ participation and collaboration; and multilevel collaborative smart governance. It was possible to identify that the city of Luzerna presents innovative initiatives which uses decision-making processes which involve several actors in a multilevel relationship which characterize smart governance and smart management. Intelligence in the City.En los últimos años, el tema de las ciudades inteligentes ha ganado un mayor interés por parte de la comunidad académica y los profesionales del sector público. Uno de los propósitos de las ciudades inteligentes es brindar sostenibilidad, desarrollo económico y calidad de vida. El presente estudio busca identificar cómo un pequeño municipio puede lograr gobernanza y gestión inteligente para el desarrollo de la ciudad. Se realizó un estudio de caso en un municipio que desarrolla prácticas de gobernanza y gobierno electrónico, a través de un estudio descriptivo, con la técnica de análisis de contenido por categorías. Luego de una revisión de la literatura, se definieron las siguientes categorías de análisis: proceso de toma de decisiones; uso de tecnologías de la información y la comunicación (TIC); participación y colaboración de las partes interesadas; gobernanza inteligente, colaborativa y multinivel. Se pudo identificar que el Municipio de Luzerna presenta iniciativas innovadoras, utilizando procesos de toma de decisiones que involucran a varios actores, en una relación multinivel, que caracterizan la gobernanza y gestión inteligente. Inteligencia en la Ciudad.Nos últimos anos, o tema cidades inteligentes ganhou maior interesse da comunidade acadêmica e profissionais do setor público. Um dos propósitos das cidades inteligentes é de fornecer sustentabilidade, desenvolvimento econômico e qualidade de vida. O presente estudo busca identificar como um município de pequeno porte pode alcançar governança e gestão inteligente para o desenvolvimento da cidade. Foi realizado um estudo de caso em um município que desenvolve práticas de governo eletrônico e governança, por meio de um estudo descritivo, com a técnica de análise de conteúdo por categorias. Após uma revisão de literatura, foram definidas  as seguintes categorias de análise: processo de tomada de decisão; uso das tecnologias de informação e comunicação (TIC); participação e colaboração dos stakeholders; governança multinível, colaborativa, inteligente. Foi possível identificar que o Município de Luzerna apresenta iniciativas inovadoras, usando processos de tomada de decisão que envolvem diversos atores, em uma relação multinível, que caracterizam governança e gestão inteligentes.
