Deliberative democracy, citizenship and social management: analysis at the Gurupi transit, transport and security council

Resumo: The management councils, stimulated after the promulgation of the 1988 Brazilian Constitution, must be anchored in democracy and effective participatory deliberation. This article aims to identify the presence of the Criteria of Deliberative Citizenship and Social Management in the Municipal Council of Transit, Transport and Security of Gurupi/TO (COMTTSG), created on March 27, 2015 by Municipal Law No. 2,206, as an organ of social control of management of the Municipality's traffic policies. The methodology used in this research was qualitative analysis, based on observation in COMTTSG meetings; seven semi-structured interviews; and questionnaires with the same public. It was verified that despite some weaknesses regarding the dimensions of Deliberative Citizenship and Social Management set forth in this paper, traffic accident numbers show that changes are occurring in the municipality, what can demonstrate that effective actions in the management of the public policies in the scope of the transit in Gurupi/TO are in course. O presente artigo objetiva identificar a presença dos Critérios de Cidadania Deliberativa e Gestão Social no Conselho Municipal de Trânsito, Transportes e Segurança de Gurupi (COMTTSG), criado em 27 de março de 2015 pela Lei Municipal n° 2.206, como órgão de controle social de gestão das políticas de trânsito do Município. A metodologia utilizada nesta pesquisa foi análise qualitativa, baseada em observações em reuniões do COMTTSG; sete entrevistas semiestruturadas; e questionários com o mesmo público. Verificou-se que apesar de algumas fragilidades quanto às dimensões da Cidadania Deliberativa e da Gestão Social dispostas neste trabalho, os números dos acidentes de trânsito demonstram que mudanças estão ocorrendo no município, o que pode demonstrar que efetivas ações no gerenciamento das políticas públicas no âmbito do trânsito de Gurupi estão em curso.
