Food processing by family farming in Rio Grande do Sul through the lenses of the 2017 agricultural census

Resumo: This article aims to characterize family farming establishments in Rio Grande do Sul in which there is processing and transformation of products and to analyze basic conditions that allow inferring to what extent these establishments can comply with the current sanitary regulations. The article considers the debate around family farming, the informal sector, informality and illegality, based on data from the 2017 Agricultural Census, considering in particular five groups of products that stand out for their relevance: beef, pork and other meats unspecified (all of them fresh); embedded; and cheese and “requeijão” cheese. The results show the importance of this activity and also its limits, especially in relation to its scale, its secondary character in relation to other activities and access to technical guidance and school education, which restricts the possibilities of a significant number of families regularize this activity. El artículo considera el debate en torno a la agricultura familiar, el sector informal, la informalidad y la ilegalidad, a partir de los datos del Censo Agropecuario 2017, considerando en particular cinco grupos de productos que se destacan por su relevancia: carne vacuna, porcina y otras carnes no especificadas (todas ellas frescas); embutidos; y quesos y queso "requeijão". Los resultados muestran la importancia de esta actividad y también sus límites, especialmente en relación con su escala, su carácter secundario en relación con otras actividades y el acceso a la orientación técnica y la escolarización, lo que restringe las posibilidades de un número importante de familias de regularizar esta actividad. Procesamiento y transformación.E Este artigo tem como objetivo caracterizar os estabelecimentos agropecuários familiares do Rio Grande do Sul nos quais há beneficiamento e transformação de produtos e analisar condições básicas que permitam inferir em que medida esses estabelecimentos podem atender aos regulamentos sanitários vigentes. O artigo considera o debate em torno da agricultura familiar, setor informal, informalidade e ilegalidade, tendo como base os dados do Censo Agropecuário 2017, considerando em especial cinco grupos de produtos que se destacam por sua relevância: carne bovina, carne suína e outras carnes não especificadas (todas elas verdes); embutidos; e queijos e requeijão. Os resultados evidenciam a importância dessa atividade e também os seus limites, principalmente em relação a sua escala, ao seu caráter secundário em relação às demais atividades e ao acesso à orientação técnica e ao ensino escolar, o que restringe as possibilidades de número expressivo de famílias regularizar essa atividade.
