In pandemic times: an analysis of transparency in the contracting of Brazilian states and capitals in the fight against COVID – 19

Resumo: | Transparency in government hiring and social control needs to go hand in hand, especially at this time the world is going through due to the pandemic. Given this context, the objective of this study is born, which is to analyze the transparency of the states and capitals of Brazil in the contractions related to the fight against Covid-19, made available by Transparency International Brazil (TIB). Methodologically, this is a descriptive study in relation to the objective, as for the procedures it is considered as a survey of secondary data and qualitative in relation to the approach of the problem. The main contribution of this study is that the greater the social control, the greater the transparency of the states and capitals of Brazil. At a time when governments have significantly increased their spending and there is unprecedented relaxation of controls, it is necessary, more than ever, to expand transparency. Only with transparency and social control will it be possible to prevent waste and corruption, as every penny matters to save lives. Keywords: Covid-19. Social Control. Transparency. States and Capitals of Brazil.La transparencia en la contratación gubernamental y el control social deben ir de la mano, especialmente en este momento que atraviesa el mundo debido a la pandemia. En este contexto, nace el objetivo de este estudio, que es analizar la transparencia de los estados y capitales de Brasil en las contracciones relacionadas con la lucha contra el Covid-19, puesto a disposición por Transparencia Internacional Brasil (TIB). Metodológicamente, se trata de un estudio descriptivo en relación al objetivo, en cuanto a los procedimientos se considera como un relevamiento de datos secundarios y cualitativo en relación al abordaje del problema. La principal contribución de este estudio es que a mayor control social, mayor transparencia de los estados y capitales de Brasil. En un momento en que los gobiernos han aumentado significativamente el gasto y hay una relajación de los controles sin precedentes, es necesario, más que nunca, ampliar la transparencia. Solo con transparencia y control social será posible prevenir el despilfarro y la corrupción, ya que cada centavo importa para salvar vidas. Palavras clave: COVID-19. Control social. Estados y capitales de Brasil.A transparência nas contratações por parte do governo e o controle social precisam caminhar juntos, especialmente neste momento pelo qual passa o mundo em virtude da pandemia. Diante deste contexto, nasce o objetivo deste estudo que é analisar a transparência dos estados e capitais do Brasil nas contrações referente ao combate à Covid-19, disponibilizado pela Transparência Internacional Brasil (TIB). Metodologicamente trata-se de um estudo descritivo em relação ao objetivo, quanto aos procedimentos considera-se como levantamento de dados secundários e qualitativa em relação à abordagem do problema. A principal contribuição deste estudo vai ao encontro de que quanto maior o controle social maior é a transparência dos estados e capitais do Brasil. Neste momento em que governos têm ampliado significativamente seus gastos e há um relaxamento dos controles sem precedentes, é preciso, mais que nunca, expandir a transparência. Somente com a transparência e o controle social, será possível prevenir o desperdício e a corrupção, pois cada centavo importa para salvar vidas. Palavras-chave: Covid-19. Controle Social.
