Analysis of the adherence of cities in the slow movement as a guideline for qualification and territorial innovation

Resumo: | Small-town governments have sought to establish guidelines for implementing territorial qualification practices to differentiate themselves from other cities and attract investment for the deconcentrated development of metropolises. The Slow City Movement, the object of this study, has been one of these guidelines. Thus, the aim is to analyze the adherence of cities in the slow movement as a guideline for qualification territorial. In methodological terms, a case study was carried out in two cities that were involved with the slow movement in Ibero-American countries: Vizela (Portugal) and Rio Doce (Brazil). Data collection took place in loco through handling of internal documents and bibliographies as well as application of interviews with semi-structured scripts. The collected data were treated and analyzed using the Content Analysis (CA) technique of categorial type, based on premises, constructs and categories, formulated from the specialized literature on the object under study. The results indicated how the adherence of a city into an international movement contributes with new perspectives for the elaboration of actions, commitments and public policies at the local level. Limitations related to significant distances between the institutional discourse of the Slow City Movement and the reality experienced by its members were also evidenced. However, it was observed that community involvement for the co-production of the public good, urban planning and territorial innovation are elements inherent to development and sustainability, bringing new possibilities for public management at the local level, such as adherence to the United Nations’ 2030 Global Agenda. Territorial Innovation.Los gobiernos de pueblos pequeños han buscado establecer pautas para implementar prácticas de calificación territorial para diferenciarse de otras ciudades y atraer inversiones para el desarrollo desconcentrado de las metrópolis. Una de estas pautas ha sido el Movimiento Slow City, objeto de este estudio. Así, el objetivo es analizar la adhesión de las ciudades en el movimiento slow como pauta de cualificación territorial. En términos metodológicos, se realizó un estudio de caso en dos ciudades implicadas en el movimiento slow en países iberoamericanos: Vizela (Portugal) y Rio Doce (Brasil). La recolección de datos se realizó en el lugar a través de manejo de documentos internos y bibliografías, bien como aplicación de entrevistas con guiones semiestructurados. Los datos recolectados fueron tratados y analizados mediante la técnica de Análisis de Contenido (AC) de tipo categorial, basada en premisas, constructos y categorías, formulada a partir de la literatura especializada sobre el objeto en estudio. Los resultados indicaron cómo la adhesión de una ciudad en un movimiento internacional, aporta nuevas perspectivas para la elaboración de acciones, compromisos y políticas públicas a nivel local. También se evidenciaron limitaciones relacionadas con las importantes distancias entre el discurso institucional del Movimiento Slow City y la realidad vivida por sus integrantes. Sin embargo, se observó que la participación comunitaria para la coproducción del bien público, la planificación urbana y la innovación territorial son elementos inherentes al desarrollo y la sostenibilidad, trayendo nuevas posibilidades de gestión pública a nivel local, como la adhesión a la Agenda Global 2030 de las Naciones Unidas (ONU). Os dados coletados foram tratados e analisados por meio da técnica de Análise de Conteúdo (AC) do tipo categorial, com base em premissas, constructos e categorias, formuladas a partir da literatura especializada sobre o objeto em estudo. Os resultados indicaram como a inserção de uma cidade a um movimento de alcance internacional, contribui com novas perspectivas para a elaboração de ações, compromissos e políticas públicas em nível local. Evidenciou-se ainda, limitações relacionadas a distanciamentos significativos entre o discurso institucional do Movimento Slow City e a realidade vivida por seus membros. Contudo, observou-se que o envolvimento comunitário para a coprodução do bem público, o planejamento urbano e a inovação territorial são elementos inerentes ao desenvolvimento e à sustentabilidade, trazendo novas possibilidades para a gestão pública em nível local, como a adesão à Agenda Global 2030 da Organização das Nações Unidas (ONU).
