Intermunicipal consortia in small-scale municipalities: an alternative to urban solid waste management

Resumo: With the current requirements of the National Solid Waste Policy, the inter-municipal consortia have been presented as a feasible way for the accomplishment of actions in the sense of adequacy of municipalities, since in this management model it’s possible to achieve superior results compared to the execution of individual actions of each county. The implementation of consortium is an admissible option mainly for small municipalities with few financial resources, with the objective of healing issues related to environmental and social aspects. This article proposes a reflection through bibliographic review and comparative data analysis, highlighting the importance in the field of Urban Solid Waste Management (RSU) using a methodology for the evaluation of MSW consortia in Minas Gerais applied in the consortium that is in the phase of implementation in the region of the state of Goiás. Urban Solid Waste Management.Com as atuais exigências da Política Nacional de Resíduos Sólidos, os consórcios intermunicipais têm se apresentado como um caminho factível para a concretização de ações no sentido de adequação dos municípios, uma vez que nesse modelo de gestão é possível alcançar resultados superiores comparados a execução de ações individuais de cada município. A implantação de consórcios é uma opção admissível principalmente para os municípios de pequeno porte e com escassos recursos financeiros, tendo como objetivo sanar problemáticas no que tange os aspectos ambientais e sociais. Este artigo propõe uma reflexão através de revisão bibliográfica e análise comparativa de dados elencando a importância no campo da gestão de Resíduos Sólidos Urbanos (RSU) utilizando uma metodologia para avaliação dos consórcios de RSU em Minas Gerais aplicada no consórcio que está em fase de implantação na região oeste do estado de Goiás.
