FNO effects on development of Marajó Mesoregion at Pará state

Resumo: The general objective of this research was to evaluate if, and to what extent, the amounts released from the Constitutional Fund for Financing of the North (FNO) influenced, in the analyzed period, the direct revenues and the development indices of the Marajo Integration Region in Para State, Brazil. In order to carry out the research, the values released by the FNO, the direct revenues and the FIRJAN Development indices were collected, relative to the 16 municipalities that make up this region; in time cut from 2010 to 2016 for the FIRJAN indices and from 2010 to 2019 for the FNO and municipal revenues, with data treatment by panel regressions. It is concluded that this analysis brought a complexity of results that were not exposed before and that lead to a need to deepen studies for future discussions, in the search for solutions for the efficiency of policies aimed at the social development of the state of Pará. Marajo Integration Region.El objetivo general de esta investigación fue evaluar si, y en qué medida, los montos liberados del Fondo Constitucional de Financiamiento del Norte (FNO) influyeron, en el período analizado, en los ingresos directos y en los índices de desarrollo de la Región de Integración de Marajó. en el Estado de Pará, Brasil. Para realizar la investigación se recogieron los valores que arroja el FNO, los ingresos directos y los índices de Desarrollo de FIRJAN, relativos a los 16 municipios que conforman esta región; en corte temporal de 2010 a 2016 para los índices FIRJAN y de 2010 a 2019 para el FNO y los ingresos municipales, con tratamiento de datos mediante regresiones de panel. Se concluye que este análisis trajo una complejidad de resultados que no fueron expuestos antes y que conducen a la necesidad de profundizar estudios para futuras discusiones, en la búsqueda de soluciones para la eficiencia de las políticas dirigidas al desarrollo social del estado de Pará. Para a realização da pesquisa, foram coletados os valores liberados pelo FNO, as receitas diretas e os índices FIRJAN de Desenvolvimento, relativos aos 16 municípios que integram esta região; em corte temporal de 2010 a 2016 para os índices FIRJAN e, de 2010 a 2019, para o FNO e as receitas municipais, com tratamento dos dados por regressões em painel. Conclui-se que esta análise trouxe uma complexidade de resultados que antes não foram expostos e que levam a uma necessidade de aprofundamento de estudos para futuras discussões, na busca de soluções para a eficiência das políticas destinadas ao desenvolvimento social do estado do Pará.
