Science and innovation in the consultation of smart municipalities for sustainable local development

Resumo: The attainment of intelligent municipalities for a sustainable local development, taking like reference the change of historical time and the concept of Revolution that it points out from their first positions Castro (2000, p. 3) “[…] it is felt of the historical moment; it is to change all that should be changed […], he/she bears to think and to act different in the environments of Science and Innovation, Formation and Extension. All development model guided ethically should be characterized to be: incluyente, human, sustainable, participativo, ethical, equal, social, autogestionable and integral, essential principles to have present in the construction of the municipality that is wanted, in this case, to which is called Intelligent Municipality by a Sustainable Local Development. In this purpose, their design is not alone from the academy with its science functions and innovation, formation and extension, but besides being integrated with its environment conformed by the triple social helix for the development - University - I Govern - Community -, with the objective of systematizing with the participation of the actors of the triple social helix for the development the methodological theoretical foundations that sustain the Pattern Intelligent Municipality and of its sustainable development in the wide and diverse bibliography that refers the development, towards posteriority with the employment of other investigation shops to determine the methodological theoretical foundations of the pattern Intelligent Municipality for a Sustainable Local Development that one wants for our context. In this purpose, the study registers from the focus of the critical theory. The used methodology is the investigation action participativa and I eat instruments, the investigative shop, and the social construction from the dialogue of actors. Sustainable Local Development.La consecución de municipios inteligentes por un desarrollo local sostenible, tomando como referencia el cambio de época histórica y el concepto de Revolución que desde sus primeros planteamientos señala Castro (2000, p. 3) “[…] es sentido del momento histórico; es cambiar todo lo que debe ser cambiado […]”, conlleva a pensar y actuar diferente en los ámbitos de Ciencia e Innovación, Formación y Extensión. Todo modelo de desarrollo orientado éticamente debe caracterizarse por ser: incluyente, humano, sostenible, participativo, ético, equitativo, social, autogestionable e integral, principios esenciales a tener presente en la construcción del municipio que se quiere, en este caso, al que se le llama Municipio Inteligente por un Desarrollo Local Sostenible. En este propósito, su diseño no es solo desde la academia con sus funciones de ciencia e innovación, formación y extensión, sino además de integrarse con su entorno conformado por la triple hélice social para el desarrollo – Universidad – Gobierno – Comunidad -, con el objetivo de sistematizar con la participación de los actores de la triple hélice social para el desarrollo los fundamentos teóricos metodológicos que sustenten el Modelo Municipio Inteligente y de su desarrollo sostenible en la amplia y diversa bibliografía que refiere el desarrollo, para con posterioridad con el empleo de otros talleres de investigación determinar los fundamentos teóricos metodológicos del modelo Municipio Inteligente por un Desarrollo Local Sostenible que se quiere para nuestro contexto. En este propósito, el estudio se inscribe desde el enfoque de la teoría crítica. La metodología utilizada es la investigación acción participativa y como instrumentos, el taller investigativo, la construcción social desde el diálogo de actores. Desarrollo Local Sostenible.A conquista de um município inteligente para um desenvolvimento local sustentável tomando como referencia a mudança de época histórica e o conceito de revolução que desde as suas primeiras propostas indica Castro (2000, p. 3) “[…] o sentido do momento histórico; é mudar tudo o que deve ser mudado […]”, leva a pensar e agir de forma diferente nos campos da ciência e inovação, treinamento e extensão. Todo modelo de desenvolvimento eticamente orientado deve ser caracterizado por ser: inclusivo, humano, sustentável, participativo, equitativo, autogerenciável e abrangente, princípios essenciais a ter em conta na construção do município que pretende, neste caso, o que se chama de município inteligente para o desenvolvimento local sustentável. Neste propósito, seu design não vem só da academia com suas funções de ciência e inovação, treinamento e extensão, mas além de se integrar ao seu meio ambiente conformado pela tripla hélice social para o desenvolvimento – Universidade – Governo -Comunidade -, com o objetivo de sistematizar com a participação dos atores do tripla hélice social para o desenvolvimento, os fundamentos teóricos metodológicos que sustentam o modelo de município inteligente e seu desenvolvimento sustentável na amplia e diversa bibliografia que se refere ao desenvolvimento, para mais tarde e com o uso de outras oficinas de pesquisa determinar os fundamentos teóricos e metodológicos do modelo que se deseja para o nosso contexto. Neste propósito o estudo faz parte da abordagem da teoria crítica. A metodologia utilizada é a pesquisa-ação participativa e como instrumentos a oficina investigativa e a construção social a partir do diálogo de atores. Palavras-chave: Ciência e Inovação.
