The financing of the sustainable production in family farming: an analysis of PRONAF in the state of Bahia

Resumo: Given the importance of family farming for the state of Bahia and the policies that encourage sustainable production in Brazil, this work aims to present a balance of PRONAF´s “Verde” credit lines in the state of Bahia in recent years, as well as to discuss the potentialities and main challenges of these lines for sustainable production. This research was based on data from the Rural Credit Data Matrix (MDCR, abbreviation in portuguese) of the Central Bank of Brazil (BCB, abbreviation in portuguese), in the last Agricultural Census conducted in 2017 by the Brazilian Institute of Geography and Statistics (IBGE, abbreviation in portuguese), in a literature review related to the theme and on a set of national and state laws and policies that support policies aimed at family farming and sustainable production. The methodological path of this research allowed combining data and information in order to confront the performance of the politic in the state with the socioproductive´s reality of family farming. The results of the research indicate that the credit lines of PRONAF´s “Verde” are an important credit policy for sustainable base production. However, some structural and institutional obstacles are still determinant for the poor performance of politics in the state, which increasingly compromises the transition to more sustainable production systems. Sustainable production.Dada la importancia de la agricultura familiar para el estado de Bahía y las políticas que fomentan la producción sostenible en Brasil, este trabajo tiene como objetivo presentar un balance de las líneas de crédito del PRONAF “Verde” en el estado de Bahía en los últimos años, así como discutir el potencial y el principales retos de estas líneas para la producción sostenible. Esta investigación se basó en datos de la Matriz de Datos de Crédito Rural (MDCR) del Banco Central de Brasil (BCB), en el último Censo Agropecuario realizado en 2017 por el Instituto Brasileño de Geografía y Estadística (IBGE), en una revisión de literatura relacionada al tema y en un conjunto de leyes y políticas nacionales y estatales que apoyan las políticas orientadas a la agricultura familiar y la producción sostenible. El recorrido metodológico de esta investigación permitió combinar datos e informaciones para confrontar el desempeño de la política en el estado con la realidad socioproductiva de los agricultores familiares. Los resultados de la encuesta muestran que las líneas de crédito PRONAF “Verde” son una política crediticia importante para la producción sostenible. Sin embargo, algunas barreras estructurales e institucionales siguen condicionando el mal desempeño de la política en el estado, lo que compromete cada vez más la transición a sistemas de producción más sostenibles. Producción sustentable.Diante da importância da agricultura familiar para o estado da Bahia e das políticas que incentivam a produção sustentável no Brasil, este trabalho tem como objetivo apresentar um balanço das linhas de crédito do PRONAF “Verde” no estado da Bahia nos últimos anos, bem como discorrer sobre as potencialidades e os principais desafios destas linhas para a produção sustentável. Esta pesquisa apoiou-se em dados Matriz de Dados do Crédito Rural (MDCR) do Banco Central do Brasil (BCB), no último Censo Agropecuário realizado em 2017 pelo Instituto Brasileiro de Geografia e Estatística (IBGE), em revisão de literatura relacionada ao tema e em um conjunto de Leis e Políticas de caráter nacional e estadual que respaldam políticas voltadas à agricultura familiar e à produção sustentável. O percurso metodológico desta pesquisa permitiu combinar dados e informações a fim de confrontar o desempenho da política no estado com a realidade socioprodutiva dos agricultores familiares. Os resultados da pesquisa apontam que as linhas de crédito do PRONAF “Verde” configuram-se como importante política de crédito para a produção de base sustentável. Entretanto, alguns entraves estruturais e institucionais ainda são determinantes para o baixo desempenho da política no estado, o que compromete cada vez mais a transição para sistemas de produção mais sustentáveis.
