Socioeconomic impacts of the sucroenergy sector in Paraíba: a panel data analysis for 2005-2016

Resumo: ABSTRACT The article analyzes the socioeconomic impact of the sugar and ethanol sector in the state of Paraíba in the period 2005-2016. Four regression models with panel data were used for analysis. The dependent variable was the FIRJAN Consolidated Municipal Development Index (IFDM) and its variations for education, health, employment and income, respectively. In addition, a dummy variable was used to capture the direct or indirect impact of the sector on the municipalities which supply the plants. The following independent variables were considered: planted area, quantity produced, population density and added value of the services sector. The results show that the sector positively affect employment and income of those municipalities. On the other hand, the impact would be negative on health and education. Consequently, the negative impact was also observed considering the Consolidated IFDM. These results suggest that employment and income gains employment and income gains associated with the sector’s production would not be enough to raise municipal and family investments in health and education. Of course, recognizing the limitations of this study, other research is necessary for the state of Paraíba in order to corroborate or not its results. Keywords: Regional Development. Para ello se hace uso del método de datos de panel para cuatro regresiones, utilizándose como variable dependiente el Índice FIRJAN de Desarrollo Municipal (IFDM) Consolidado y sus variaciones para educación, salud, empleo y renta, respectivamente. Además de una variable dummy para capturar el impacto del municipio que se relaciona, directa o indirectamente, con las unidades productivas, fueron incorporadas al modelo: área plantada, cantidad producida, densidad demográfica y valor agregado del sector de servicios. Los resultados muestran que el sector impacta positivamente el empleo y la renta de los municipios relacionados con la producción. Por otra parte, este impacto sería negativo para la salud y la educación. En consecuencia, el resultado negativo también se observa para el IFDM consolidado durante el período analizado. Estos resultados sugieren que las ganancias de empleo e ingresos con el sector no serían suficientes para elevar las inversiones municipales y de las familias en salud y educación. Naturalmente, reconociendo las limitaciones del estudio, otras investigaciones son necesarias para el estado de Paraíba a fin de corroborar o no los resultados aquí obtenidos. Esses resultados sugerem que os ganhos de emprego e renda com o setor não seriam suficientes para elevar os investimentos municipais e das famílias em saúde e educação. Naturalmente, reconhecendo-se as limitações do estudo, outras pesquisas são necessárias para o estado da Paraíba de modo a corroborar, ou não, os resultados aqui obtidos.
