The Celso Furtado regional development policy for the Northeast: an integrative literature review

Resumo: Celso Furtado's intellectual production on the theme of regional development in the Northeast is well-referenced, so it is necessary to permanently revisit his theoretical and methodological postulates. To this end, we aim to analyze the scientific production available in international and national databases on the concept of Northeastern regional development. Methodologically, it was decided to use the historical method of analysis associated with an integrative literature review, defining descriptors to integrate opinions, concepts and ideas on the theme. It was observed that the works that discuss the researched descriptors are of a longitudinal nature contributing to the concept of regional development in sectorial public policies. In conclusion, Furtado's studies influenced other authors in demystifying that the relationship between drought and the development of the Northeast was only a policy of dependency, as well as the relevance of the author for research on regional development, given his detailed analysis of the theme. Semiarid.Es notoria la producción intelectual de Celso Furtado sobre el tema del desarrollo regional en el Nordeste, por lo que es necesario revisar permanentemente sus postulados teóricos y metodológicos. Para ello, buscamos analizar la producción científica disponible en bases de datos internacionales y nacionales sobre el concepto de desarrollo regional del Nordeste. Metodológicamente, se decidió utilizar el método histórico de análisis asociado a una revisión integradora de la literatura, definiendo descriptores para integrar opiniones, conceptos e ideas sobre el tema. Se observó que los trabajos que discuten los descriptores investigados son de carácter longitudinal contribuyendo al concepto de desarrollo regional en las políticas públicas sectoriales. En conclusión, los estudios de Furtado influyeron en otros autores para desmitificar que la relación entre la sequía y el desarrollo del Nordeste era solo una política de dependencia, así como la relevancia del autor para la investigación sobre el desarrollo regional, dado su detallado análisis de la situación tema. Semiárido.A produção intelectual de Celso Furtado sobre a temática do desenvolvimento regional do Nordeste é bastante referenciada e, por isso, merece sempre necessário a permanente revisitação de seus postulados teórico-metodológicos. Neste trabalho, objetivamos analisar a produção científica disponível em bases de dados internacionais e nacionais sobre o conceito de desenvolvimento regional nordestino. Metodologicamente, optou-se pela utilização do método histórico de análise associado a uma revisão integrativa de literatura, definindo descritores para integrar opiniões, conceitos e ideias sobre o tema. Nesse sentido, observou-se que os trabalhos que discutem os descritores pesquisados são de cunho longitudinal, contribuindo para o conceito de desenvolvimento regional em políticas públicas setoriais. Com isso, conclui-se que os estudos de Furtado influenciaram outros autores para a desmistificação de que a relação entre a seca e o desenvolvimento do Nordeste, era apenas política de dependência, bem como a relevância do autor para as pesquisas sobre desenvolvimento regional, visto sua análise detalhada sobre o tema.
