Reverse logistics and e-waste disposal in Goiânia

Resumo: This article aims to identify whether there is an adequate treatment for electronic waste in Goiânia, Goiás. The main theory of the article was based on Ulrich Beck's Risk Society theory, in order to understand the relationship between society and environment, with environmental risk and ecological deterioration being consequences of the production and consumption model of modern society, with consumer electronics at the top of this chain. To achieve the objective aim, a survey was conducted with agencies and institutions that provide services related to the environment, such as: The Municipal Environment Agency which is responsible for this disposal; The Municipal Landfill, collection site for all waste produced in Goiânia; and a private company, which also collects these wastes in the municipality. As a result, it could be said that the Municipal Environment Agency has not yet managed to implement a policy that organizes and guarantees an adequate waste destination; in the Landfill, this disposal is not allowed, because it is considered dangerous. However, visiting the landfill, it was found e-wast discarded in small quantities over there. Keywords: Reverse Logistics. E-waste. National Solid Waste Policy.

National Solid Waste Policy.El presente artículo tiene por objetivo identificar si hay un tratamiento adecuado a desecho electro-eletrónico en Goiânia, Goiás. La base teórica principal del artículo se ha basado en la teoría de la Sociedad de Riesgo, de Ulrich Beck, con el fin de comprender la relación entre sociedad y medio ambiente, siendo el riesgo ambiental y el deterioro ecológico, consecuencias del modelo de producción y consumo de la sociedad moderna, estando los electro-electrónicos en la cima de esa cadena. Para la consecución del objetivo propuesto, se ha hecho una investigación junto a órganos e instituciones que ofrecen servicios relacionados al medio ambiente, a saberlo: Agencia Municipal de Medio Ambiente, órgano público municipal responsable por ese descarte; Aterro Sanitário Municipal (Vertedero Sanitario Municipal), local de recogida de todos los desechos producidos en Goiânia; y una empresa privada, que también realiza la colecta de esos desechos en el municipio. Como resultado de la investigación, se puede afirmar que la Agencia Municipal de Medio Ambiente todavía no ha logrado implementar una política que organice y garantice un destino adecuado a los desechos; en el Aterro Sanitário (Vertedero Sanitario), ese descarte no es permitido, por ser considerado peligroso. Sin embargo, visitándose el local, se ha constatado que esos desechos son descartados en pequeñas cantidades. Palavras clave: Logística Reversa. Basura Electro-electrónica. Política Nacional de Desechos Sólidos.Este artigo tem por objetivo identificar se há um tratamento adequado ao resíduo eletroeletrônico em Goiânia, Goiás. A fundamentação teórica baseia-se na teoria da Sociedade do Risco, de Ulrich Beck. Busca-se compreender a relação entre sociedade e meio ambiente, sendo o risco ambiental e a deterioração ecológica consequências do modelo de produção e consumo da sociedade moderna, estando os eletroeletrônicos no topo dessa cadeia. Para a consecução do objetivo proposto, foi feita uma pesquisa junto a órgãos e instituições que prestam serviços ligados ao meio ambiente, a saber: Agência Municipal de Meio Ambiente, órgão público municipal responsável por esse descarte; Aterro Sanitário Municipal, local de recolhimento de todos os resíduos produzidos em Goiânia; e uma empresa privada, que também realiza a coleta desses resíduos no município. Como resultado da pesquisa, pode-se afirmar que a Agência Municipal de Meio Ambiente ainda não conseguiu implantar uma política que organize e garanta um destino adequado aos resíduos; no Aterro Sanitário, esse descarte não é permitido, por ser considerado perigoso. Contudo, em visita ao local, constatou-se que esses resíduos são descartados em pequenas quantidades. Palavras-chave: Logística Reversa. Lixo Eletroeletrônico.
