Resumo: This paper has two main objectives. The first and foremost is to present a particular methodology of analysis and municipal planning. As we intend to show, this methodology is economical in terms of data and indicators over which it bases its appreciation of the structure, the socio-economic dynamics, and its territorial development potential.  Also, it is particularly operative in hierarchizing action priorities towards Development Planning. The second objective is to analyze the economy of Palmeira das Missões municipality and to point out some guidelines that, according to the analysis carried out here, should be taken into account in any planning that sets the endogenous development (based on local resources and competencies), the socio-economic inclusion, and the tackling of population evasion as its main objectives. Y es particularmente operativa para priorizar las acciones en la Planificación del Desarrollo. El segundo objetivo es analizar la economía del municipio de Palmeira das Missões y señalar algunas pautas que, de acuerdo con el análisis realizado aquí, deben tenerse en cuenta en cualquier planificación que ponga entre los objetivos centrales el desarrollo endógeno (basado en recursos y conocimientos locales), la inclusión social y el fin de la evasión de la población. O primeiro e principal é apresentar uma metodologia particular de análise e planejamento municipal. Tal como procuraremos argumentar, esta metodologia é econômica em termos de dados e indicadores sobre os quais fundamenta sua apreciação da estrutura, da dinâmica socioeconômica e do potencial do desenvolvimento território. E é particularmente operativa na hierarquização de prioridades de ação para o Planejamento do Desenvolvimento. O segundo objetivo é o de analisar a economia do município de Palmeira das Missões e apontar algumas linhas mestras que, de acordo com a análise aqui realizada, deveriam ser levadas em consideração em qualquer planejamento que colocasse entre seus objetivos centrais o desenvolvimento endógeno (com base em recursos e competências locais), a inclusão social e o enfrentamento à evasão populacional.
