The persistence of development in times of biopolitics and modular survival

Resumo: | The article examines the persistence of development programs and policies at a moment that seems to indicate a certain exhaustion of this narrative. Based on critical approaches about the theme of development and especially on Giorgio Agamben’s thought (and other authors with whom the Italian philosopher dialogues in his writings), the text seeks to analyze, based on contemporary literature, which purpose of real social transformation remains in development processes. It also intends to examine how the development narrative is updated with recent trends around neoliberalism, biopolitics and the modular survival of our time. The modular plasticity of production and government of the living and the incessant metamorphosis of what is development accomplish a convergence with market mechanisms and post-disciplinary instruments of regulation, presenting development as a still effective apparatus for capturing and controlling life. Development.O artigo examina a persistência de programas e políticas de desenvolvimento em um momento que parece apontar certo esgotamento desta narrativa. A partir de vertentes críticas que abordam o tema do desenvolvimento e especialmente de eixos de análise oferecidos por Giorgio Agamben (e outros autores com quem o filósofo italiano dialoga em seus escritos), o texto procura analisar com base na literatura contemporânea qual o sentido de transformação social real permanece nos processos de desenvolvimento. Busca também examinar como a narrativa do desenvolvimento se atualiza com recentes desdobramentos em torno do neoliberalismo, da biopolítica e da sobrevivência modulável de nosso tempo. A plasticidade modulável de produção e governo dos vivos e a metamorfose incessante do que seja desenvolvimento investem numa convergência com mecanismos de mercado e artifícios pós-disciplinares de regulação, apresentando o desenvolvimento como dispositivo ainda eficaz para captura e controle da vida.
