Latin American metropolization processes: the case of São Paulo from the view of other experiences

Resumo: | This article aimed to expand the discussions on the formation process of metropolitan regions in Latin America, with emphasis on the process of creating the Metropolitan Region of São Paulo. The method adopted is part of an exploratory research, describing the formation of Latin American metropolitan regions conducted under the aid of official documents (Federal Constitutions, Decrees and Complementary Laws). As a result, the autonomy of metropolitan regions is evident in all surveys. Another point that is highlighted is that regional planning should seek answers to the constant challenges of spatial inequalities present in large metropolises, to be listed under the following form: i) cooperative actions between social actors and federated entities and their stewards, and ii) the need for planning aimed at the joint development of its municipalities. Metropolitan Governance.Este artículo tuvo como objetivo ampliar las discusiones sobre el proceso de formación de las regiones metropolitanas en América Latina, con énfasis en el proceso de creación de la Región Metropolitana de São Paulo - RMSP. El método adoptado es parte de una investigación exploratoria, que describe la formación de regiones metropolitanas latinoamericanas llevadas a cabo con la ayuda de documentos oficiales (constituciones federales, decretos y leyes complementarias). Como resultado, la autonomía de los MR es evidente en todas las regiones metropolitanas encuestadas. Otro punto que se destaca es que la planificación regional debe buscar respuestas a los desafíos constantes de las desigualdades espaciales presentes en las grandes metrópolis, que se enumerarán en la siguiente forma: i) acciones cooperativas entre actores sociales y entidades federadas y sus administradores, y ii) La necesidad de planificación dirigida al desarrollo conjunto de sus municipios. Metropolitan Governance.O presente artigo teve como objetivo ampliar as discussões sobre o processo de formação das regiões metropolitanas na América Latina, com ênfase para o processo de criação da Região Metropolitana de São Paulo – RMSP. O método adotado parte de uma pesquisa exploratória, descrevendo sobre a formação das regiões metropolitanas latino-americanas conduzido sob o auxílio de documentos oficiais (Constituições Federais, Decretos e Leis Complementares). Enquanto resultados, a autonomia das RMs fica em evidencia em todas as regiões metropolitanas pesquisadas. Outro ponto em destaque é que o planejamento regional deverá buscar respostas para os constantes desafios de desigualdades espaciais presentes nas grandes metrópoles, a serem elencados sob a seguinte forma: i) ações cooperativas entre os atores sociais e entes federados e seus intendentes, e ii) necessidade de um planejamento voltado para o desenvolvimento em conjunto dos seus municípios.
