Resumo: | Public Consortia (CPs) are institutions that favor collaboration between federated entities, especially to the integrated management of solid waste. In this study, the characterization of the current Ceará State’s consortia was sought. A research was carried out with the executive secretaries and / or superintendents of these CPs, in order to investigate the characterization of consortia, consortium members, ongoing actions and projects and their institutional relations. The young age on the 16 participants institutions was observed, just as the absence of a technical operational structure and of infrastructure to meet the requirements of the National Solid Waste Policy and limited agreements with partner institutions. The role of the State Public Prosecutor and financial incentives and state technical support for the conception of CPs as inducers is evident, exposing the incipient municipalist culture in the State. Los Consorcios Públicos (CPs) son instituciones que favorecen la colaboración entre entidades federadas, en particular la gestión integral de residuos sólidos. En este estudio se buscó caracterizar los consorcios actuales del Estado de Ceará. Se realizó una investigación con los secretarios ejecutivos y / o superintendentes de estos CPs con el fin de investigar la caracterización de los consorcios, miembros del consorcio, acciones y proyectos en curso y sus relaciones institucionales. En los 16 CPs participantes se observó la juventud de estas instituciones, falta de estructura técnica operativa y de infraestructura para cumplir con los requisitos de la Política Nacional de Residuos Sólidos, y de acuerdos limitados con instituciones socias. Se evidencia el rol del Ministério Público del Estado y los incentivos económicos y el apoyo técnico estatal para la concepción de los CPs como inductores, exponiendo la incipiente cultura municipalista en el Estado. Gestión de resíduos sólidos urbanos.Os Consórcios Públicos (CPs) são instituições que favorecem a colaboração entre entes federados, em especial à gestão integrada de resíduos sólidos. Neste estudo, buscou-se realizar caracterização dos atuais consórcios do Estado do Ceará. Realizou-se pesquisa junto aos secretários executivos e/ou superintendentes desses CPs, a fim de averiguar a caracterização dos consórcios, os membros consorciados, as ações e projetos em andamento e suas relações institucionais. Nos 16 CPs participantes, observou-se a pouca idade dessas instituições, ausência de estrutura técnico operacional e de infraestrutura para atender o previsto pela Política Nacional de Resíduos Sólidos e acordos limitados com instituições parceiras. Evidencia-se o papel do Ministério Público Estadual e estímulos financeiros e apoio técnico estadual para a concepção dos CPs como indutores, expondo a incipiente cultura municipalista no Estado.
